Council of Ministers of February 22, 2023 The Council of Ministers was held on Wednesday February 22, 2023 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the start of his communication, the President of the Republic sent his warm congratulations to the Caliph General of the Layènes, Serigne Mouhamadou Makhtar LAYE and to the entire Layène community, on the occasion of the celebration on February 21 and 22. 2023 of the 143rd edition of the Appeal of Seydina Limamoulaye. On this Ash Wednesday, the President of the Republic also wished an excellent month of Lent to the Christian community, expressing his solidarity and his best wishes, in this period of penance and religious fervor. Addressing the current Chairmanship of the African Union which began on February 5, 2022, the Head of State recalled the main themes covered during the period, in particular: peace and security; the reform of the Security Council with the granting of a permanent seat to Africa; the reform of global economic and financial governance with advocacy for the admission of Africa as a full member of the G20, with, to date, the support of 10 of the 20 members of the Group, a fair and equitable energy transition which must enable Africa to use its available resources to make its economy competitive and allow universal access to electricity; the climate in a perspective of low-carbon use; the defense of our values ​​of culture and civilization; medical and food sovereignty; the fight against violence against women and girls; advocacy for the financing of infrastructure, an essential condition for African integration. The President of the Republic welcomed the decisions taken at the end of the Summit, which relate to the follow-up of the process of accession of Africa to the G20 entrusted to Senegal and the endorsement of the Conclusions of the 2nd International Conference of Dakar on Agriculture and Food Security (Dakar II), with US$36 billion in pledges and the 2nd NEPAD Conference on Infrastructure Financing with intentions of around US$64 billion . After passing the baton with the new current Chairman of the African Union Azali Assoumani of the Union of the Comoros, the Head of State extended his congratulations to the Minister of Foreign Affairs and to all her teams, at the Diplomatic Office of the President of the Republic, with the skills and goodwill mobilized, for the quality of the work accomplished during Senegal's mandate, the positive results of which were well appreciated by all. Regarding the acceleration of the modernization of cities in Senegal and the strategic control of urban development, the President of the Republic recalled the dynamics of territorialization of public policies that he initiated through the integral communalization, the execution support for social and territorial equity projects, the construction of urban centers (Diamniadio, Lac Rose, Daga Kholpa, etc.), the acceleration of the development of urban master plans with a view to optimal occupation of space, but also the construction of several public infrastructures (roads, motorways, railways, airports, maritime, tourist, schools and universities, etc.). This bold policy strengthens the internal opening up of the national territory, improves the living environment of the populations and enhances the localities. To this end, the Head of State asked the Prime Minister to make an exhaustive inventory of the achievements of the State in each municipality, but also to finalize a consolidated annual action plan of the interventions of the development programs. territorial (PUDC, PUMA, urban and rural PACASEN, PROMOVILLES). The President of the Republic also asked the Minister responsible for Territorial Equity to speed up the execution of PROMOVILLES projects (roads, landscaping and living environment, etc.), particularly in certain departmental capitals (Goudomp, Bounkiling, Sédhiou, Malem Hoddar, ……) and other municipalities to be strengthened in infrastructure. The Head of State also recalled the need to ensure adequate treatment of urban solid waste with the intensification of the deployment of the National Waste Management Company (SONAGED) and the urgency of setting up controlled and standardized public landfills throughout the national territory. In addition, the President of the Republic urged the Prime Minister to carry out a strategic reflection on prospective land governance, taking into account the orientations and prescriptions of the National Land Use and Development Plan (PNADT). Finally, the Head of State invited the Prime Minister, the Minister of Finance and Budget and the sectoral ministers involved, to carry out urgent due diligence to ensure the preventive land tenure security of the sites and rights-of-way of the infrastructure projects of the State plans, in perspective, above all, of the development of Senegal's gas network. On the social climate, the management and monitoring of internal affairs, the President of the Republic insisted on the following subjects: the monitoring of water supply systems in rural areas, asking the Prime Minister and the Minister of Water and Sanitation to put in place a preventive system for improving the supply of drinking water to populations in rural areas and to ensure the systematic monitoring of the operation and management of boreholes, in particular the renewal of networks, the prevention and fault management. The Head of State also asked the Minister of Water and Sanitation to take all appropriate measures to, on the one hand, accelerate social connection programs in priority areas and, on the other hand, proceed to the final settlement of the recurring file of “volunteer” workers in the hydraulics sector. The conditions for payment of retirement pensions and preparation for Labor Day, asking the Minister of Labour, Social Dialogue and Professional Organizations to take all the measures required to improve the conditions for payment of retirement pensions retreats in the services of the IPRES. The President of the Republic has also asked the Prime Minister to hold, as soon as possible, a meeting to assess the state of management, by the Government, of the registers of grievances of the trade union centers submitted during the last celebration of labor day. In his communication, the Prime Minister firstly congratulated, on behalf of the Council, the Head of State for his brilliant chairmanship of the African Union, a period during which the important issues for the future of the Africa and the strengthening of its place in global geopolitics have made exceptional progress, before returning to the monitoring of the coordination of government activity by mentioning the following subjects: its participation in the Assises de l'Entreprise organized by the CNP ; the holding of the preparatory meeting of the territorialized Presidential Council of Sédhiou; the holding of the inter-ministerial meeting on the evaluation of the agricultural marketing campaign; the holding of the meeting on phase 2 of the TER.
