Sonko issued two-month suspended sentence by court in Senegal

Council of Ministers of March 29, 2023 The Council of Ministers was held this Wednesday, March 29, 2023 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the start of his communication, the President of the Republic sent his warm congratulations to the "LIONS" of football, for their brilliant qualification for the 2023 African Cup of Nations (CAN) in Côte d'Ivoire. Addressing the acceleration of the execution of rural electrification projects, the Head of State reminded the Government of the priority it gives to universal access to electricity. To this end, the President of the Republic has asked the Minister of Petroleum and Energy to accelerate, with the assistance of all public entities, the implementation of the Emergency Rural Electrification Program in a dynamic of improvement of the rate of access to electricity with the upcoming connection of several localities in the country. In addition, the Head of State indicated the need to evaluate rural electrification concessions as well as the actions of the Senegalese Rural Electrification Agency (ASER) with a view to optimizing public interventions in terms of universal access to electricity. In this perspective, the President of the Republic asked the Minister of Petroleum and Energy to report monthly to the Council of Ministers on the state of execution of electrification projects with regard to the priorities defined and the national objective of rural electrification by 2025. Continuing his communication on the revival and sustainable development of aquaculture, the Head of State welcomed the notable efforts made by the National Aquaculture Agency (ANA ) to ensure the development of aquaculture perimeters and the mobilization of actors, especially young people, around the management of approved sites and the strengthening of the production of inputs and fishery products. In this momentum, the President of the Republic asked the Ministers in charge of Fisheries and the Budget to take the necessary measures to increase the resources allocated to the National Aquaculture Development Program. In this respect, the Head of State underlined that Aquaculture must contribute, in a significant way, to the achievement of our objectives in terms of food sovereignty, job creation and promotion of entrepreneurship. To this end, the President of the Republic invited the Minister of Fisheries to accentuate the rise in power of the Aquaculture sub-sector by ensuring, in particular, the standardization of facilities, production areas and the management of aquaculture sites; increasing production, mastering statistics, marketing channels for quality aquaculture inputs and products; the adoption, before the end of June 2023, of a new National Strategy for the Sustainable Development of Aquaculture, in a spirit of intensification and enhancement of production through the strengthening of the Public-Private Partnership. Addressing the monitoring of business environment reforms and private sector development, the Head of State recalled the importance given to improving the business environment and developing the national private sector. Consequently, the President of the Republic asked the Prime Minister to step up efforts to monitor the implementation of the Business Environment and Competitiveness Reform Program (PREAC), the monitoring of which is effective at of APIX SA, in order to accelerate the implementation of the actions and reforms expected from the ministries. The President of the Republic also asked the Minister of Economy, Planning and Cooperation to finalize, under the supervision of the Prime Minister, the draft National Private Sector Development Strategy in line with the emergence of oil and gas economy and consistent with the National Industrialization Strategy. The Head of State informed the Council of the forthcoming audience that he will grant, in April 2023, to the leaders of employers' organizations with a view to consolidating the permanent dialogue between the State and the private sector. Returning to the United Nations Water Conference, the Head of State welcomed Senegal's brilliant participation in this major event which took place from March 22 to 24, 2023 in New York. The President of the Republic thus congratulated the Minister of Water and Sanitation Serigne Mbaye Thiam and the entire Senegalese delegation for the leadership of our country on the theme of Water, the subject of this important international meeting. , which follows on from the holding of the 9th World Water Forum last year in Dakar. With regard to the social climate, management and monitoring of internal affairs, the Head of State returned to the following subjects: religious education in Senegal and monitoring of the assistance program for daaras: by asking the Minister of National Education, within the framework of the current curriculum reform, to initiate specific consultations with all the stakeholders, with a view to evaluating and strengthening religious education in the education system. One year after the holding of the 9th World Water Forum in Senegal, the Head of State asked the Prime Minister to ensure regular monitoring of the execution of hydraulic projects in urban and rural areas, in particular by ensuring the optimal planning for the renewal and extension of infrastructure (factories, boreholes, water towers and networks) and supervision of the management of boreholes and other hydraulic structures, under the supervision of the National Water Company of Senegal ( SONES) and the Rural Drilling Office (OFOR). Council of Ministers of March 15, 2023 The Council of Ministers was held on Wednesday March 15, 2023 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the start of his communication, the President of the Republic sent his warm congratulations to the U 20 Cubs who have just been brilliantly crowned African Champions, in the category, at the end of a remarkable tournament. The Head of State associated with these congratulations the Minister of Sports, the Senegalese Football Federation and the management of the team for the quality work accomplished in recent years, in view of the historic results of Senegalese football which are set as a reference at the continental level. The Head of State asked the Government to continue the efforts made to maintain and expand the performance of our local teams and our national selections, thus confirming the renewal and development, from the small categories, of Senegalese football. In this respect, the President of the Republic reiterated his directives, relating to the finalization, as soon as possible, of a National Program for the Development of Local Football, the inclusive implementation of which will be built around a consolidated State Partnership -Senegalese Football Federation - Companies, supported by the signing of a three-year contract of objectives and resources. Addressing the evaluation of the implementation of the emergency program for the socio-economic integration and employment of young people and the strategic reflection on the national youth policy, the Head of State recalled the scope of his initiative, in the Council of Ministers of March 10, 2021, for the implementation of the "XËYU NDAW ÑI" Program, endowed, on the State budget, with 450 billion FCFA over three (3) years (2021,2022 and 2023) . After two (2) years of deployment at the national level, the President of the Republic asked the Prime Minister to present with the ministers concerned the exhaustive assessment of the "XËYU NDAW ÑI" program, in terms of special recruitments carried out, training (3FPT ) carried out, DER/FJ financing granted and contracts signed within the framework of the National State-Employers Convention (CNEE). Consequently, the President of the Republic has signaled the urgency of proceeding with the transfer, under the best conditions for producers, of the latest generation agricultural equipment, recently acquired by the State; but also to anticipate the acquisition of certified seeds and quality fertilizers at favorable market conditions. The Head of State stressed the need to accelerate, on the one hand, the development of rice fields in the Senegal River and Anambé valleys, with the intensification of the activities of SAED and SODAGRI and, on the other hand, the implementation of irrigation and saline land recovery projects in certain production areas (regions of Sédhiou, Ziguinchor and Fatick, etc.). Returning to the celebration of the International Day of Civil Protection on March 1 of each year, the Head of State addressed the strengthening and modernization of the governance of this sector by reiterating its importance with in particular the security of buildings and other establishments open to the public, as well as the section dedicated to securing the rights-of-way of service stations, sanitation, hydraulic, electrical and hydrocarbon transport networks.... In this regard, the President of the Republic recalled the need to update the Emergency Organization Plan (ORSEC) and to bring it into line with all the other State sectoral intervention instruments in this area. To this end, the Head of State reminded the Minister of the Interior and the Minister attached to the Minister of the Interior in charge of Local Security and Civil Protection, of the urgency of initiating the implementation of the national Civil Protection strategy which must be validated by the Council of Ministers before the end of March 2023. Addressing the social climate, the management and monitoring of internal affairs, the President of the Republic insisted on the following subjects: the 2023 edition of the Daaka of Medina Gounass: by asking the Government to take all appropriate security, health and logistical measures to accompany the faithful installed on the sites of the spiritual retreat in the best conditions; urgent measures to safeguard the falémé and the polarized areas: by asking the Minister of the Interior, and the Ministers in charge of Water, Agriculture, the Environment and Fisheries to carry out, under the supervision , the Prime Minister, urgent actions for the sustainable preservation of the Falémé ecosystems, the health and activities of the local populations; the preparation of the international day of women's rights which will be celebrated on March 08: by reaffirming its support for women in the context of the fight against gender-based violence, but also in the promotion of their economic empowerment with the optimization, for better efficiency with regard to the targets, of operational framework and financing mechanisms, the databases of which must be consolidated into a single national file. To this end, the Head of State asked the Minister of Women, Family and Child Protection to ensure the proper organization of this edition throughout the national territory.
