The Head of State, His Excellency Mr. Bassirou Diomaye Diakhar FAYE, chaired the weekly Council of Ministers meeting on Thursday, July 3, 2025, at the Palace of the Republic. The President of the Republic took the opportunity of the advent of the new Muslim year (1447 Hijri) to extend his best wishes for a happy and prosperous year to the Islamic Ummah and to present his warmest greetings to Senegal’s Muslim community as they prepare to celebrate Tamkharite.
The Head of State reviewed the adoption of the 2025 Revised Finance Law, the smooth conduct of the budget orientation debate, and the prospects for economic recovery. He commended the serene and lawful execution of this exercise, in accordance with the laws and regulations governing the proper functioning of the Republic’s institutions. In this regard, he congratulated the Government and the National Assembly for their thorough preparation and the quality of the debates, which shed light on the overall state of public finances, as well as the State’s investments and social interventions in implementing the National Transformation Agenda. He urged the Prime Minister to continue efforts to improve public financial management, emphasizing productive investments, the gradual clearance of domestic debt, and the development of the private sector. In this unprecedented economic recovery effort, the Head of State reaffirmed his commitment to significantly improving the business environment to meet the highest international standards.
On this note, he stressed the need for the Prime Minister to closely monitor the preparations for the upcoming Invest in Senegal Forum, scheduled for October 7 and 8, 2025, with strong involvement from the national private sector. Additionally, he underscored the importance of reviewing national financing mechanisms and instruments for greater coherence and efficiency. To this end, he tasked the Minister of Finance and Budget, the Minister of Economy, Planning, and Cooperation, and the Minister attached to the Presidency in charge of monitoring and evaluating the Senegal 2050 National Transformation Agenda Vision, under the Prime Minister’s supervision, to propose a strategy for the operational rationalization of public financing instruments (CDC, FONSIS, FONGIP, BNDE, BHS, LBA, FONAMIF, DER/FJ, etc.). This strategy will foster, in an innovative spirit, a consolidated endogenous economy by optimally mobilizing national resources.
In the current international context marked by uncertainty and financial market volatility, it is imperative to rely primarily on our own strengths, particularly through the successful implementation of the new agricultural and food sovereignty policy, strategic control of the energy sector, accelerated industrialization, the valorization of local potential, and the development of natural resources in high-labor-intensity sectors and value chains. In this phase of public governance, it is also essential to further mobilize national and international economic actors and all components of public and parastatal administrations.
To conclude this chapter, the President of the Republic invited the Prime Minister to ensure, starting now, the proper preparation of the 2026 Finance Bill in line with validated priorities and programs. Addressing the new strategy for international cooperation and the promotion of public-private partnerships (PPPs), the Head of State reminded the Government that the vision of a sovereign, just, and prosperous Senegal hinges on a policy of cooperation, partnership, and financing based on openness, mutual respect, the preservation of national interests, and the realization of win-win partnerships.
To this end, he congratulated the Prime Minister and his delegation for the successful preparation and exceptional outcome of their friendly and working visit to the People’s Republic of China. He instructed the Prime Minister to ensure, alongside the relevant Ministers and public and private stakeholders, the diligent follow-up and swift implementation of all agreements, commitments, and projects concluded during this significant visit. In the same vein, he directed the Minister of Economy, Planning, and Cooperation to finalize the reorientation of the national private sector development strategy in alignment with the State’s political and economic priorities.
Furthermore, he emphasized the need to develop a framework document for international cooperation and partnerships to enhance interministerial management of international cooperation and ensure the coherent, rational, and pragmatic implementation of public-private partnerships in each sector, taking into account the territorialization of high-potential job-creating projects in the Poles. The organization of the Dakar 2026 Youth Olympic Games and the promotion of sports among young people should facilitate the development of functional, standardized sports infrastructure across the national territory, particularly in municipalities.
The President of the Republic tasked the Minister in charge of Sports, in collaboration with the Minister of Finance and Budget, to accelerate the implementation of the national sports infrastructure construction program, with a focus on speeding up works planned for the Youth Olympic Games and resuming stalled construction projects. Additionally, he urged the Minister in charge of Sports to work with the relevant ministries and all public (local authorities, SOGIP, OGIS, federations, ONCAV, etc.) and private stakeholders to define, based on the infrastructure’s status, a regulatory governance framework for sports facilities. He also requested the Prime Minister and the Minister in charge of Sports to expedite the adoption of the Sports Charter at the next Council of Ministers meeting.
Regarding his diplomatic agenda, the Head of State reviewed his participation from June 30 to July 2, 2025, in Seville, Spain, at the 4th International Conference on Financing for Development. This visit provided an opportunity for the President of the Republic to reiterate Senegal’s commitment to inclusive multilateralism and to call for a reform of global financial governance, greater equity and justice in debt management, access to financing, and a revamped international tax system.
In his communication, the Prime Minister reaffirmed Senegal’s strong tradition of commitment to international economic cooperation based on traditional values, openness, national sovereignty, good neighborly diplomacy, the strengthening of ties with traditional partners, and the pursuit of opportunities with new partners. The Prime Minister provided an update on his working and friendly visits to Africa and Asia.
He also recalled the presidential directive entrusting him with the mission to enhance cooperation with countries and entities in the Near and Middle East and the rest of Asia. To better address these new responsibilities, a draft decree on the organization and functioning of the Prime Minister’s Office proposes the establishment of a dedicated unit. This unit aims to improve the coordination of our international partnerships, contributing to the management of international relations and the promotion of exchanges, particularly in economic, social, cultural, and environmental areas. This new structure will strengthen our economic diplomacy, more effectively support our private sector, and promote transparency for sustainable and sovereign development. The Prime Minister emphasized the importance of bringing an innovative approach to our diplomacy.
In this regard, the proposed twinning project between Chinese provinces and Senegal’s eight territorial poles is a perfect illustration. The Prime Minister addressed the tragic events recorded in Cambérène and Rosso, which resulted in loss of life. The Defense and Security Forces have the primary mission of ensuring the safety of people and property and maintaining public order. However, this mission must steer clear of any acts of torture or degrading, inhumane treatment that could affect the population. In line with the President of the Republic’s instructions, the Prime Minister tasked the Ministers in charge of the Interior and the Armed Forces with conducting an audit to be submitted no later than November 30, 2025, and a comprehensive review of the training of the Defense and Security Forces to reconcile, for all types of operations, the rigor of public force with the requirements of citizens’ rights and dignity in defining engagement rules.
