Council of Ministers of October 26, 2022 The Council of Ministers was held on Wednesday October 26, 2022 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the start of his communication, the President of the Republic mentioned the need to intensify the revival of the national economy through the optimal implementation of the new Private Sector Development Strategy, the content of which must widely shared, under the supervision of the Prime Minister, before its validation by the end of 2022. The Head of State asked the Government to strengthen (i) the incentive system for improving the business environment to mobilize more foreign direct investment (FDI); (ii) the Presidential Investment Council (CPI) in a new format; and to finalize the draft Investment Code. To this end, the President of the Republic underlined the primordial place to be given to local content, at the level of the oil, gas and mining sectors in the private sector development strategy; and the enhancement of public procurement as an instrument of support for businesses. In addition, the Head of State invited the Prime Minister and the Ministers in charge of Finance, Economy and SMEs to consolidate sustained relations between the State and the national private sector in the spirit of the Senegal Plan. Emergent and its next Priority Action Plan being formulated, and also to build a dynamic policy of innovative financing of the economy through (i) renewed dialogue with the national banking ecosystem and; (ii) operational consolidation, pooling of actions of the Priority Investment Guarantee Fund (FONGIP), "public banks" (Banque de l'Habitat du Sénégal (BHS), La Banque Agricole (LBA) and the National Bank of Economic Development (BNDE), and the investment doctrines of the Caisse des Dépôts et Consignations (CDC) and the Sovereign Fund for Strategic Investments (FONSIS) Addressing the acceleration of the execution of projects with high economic and social impact , the President of the Republic recalled the priority nature of social and territorial equity in the implementation of public policies. To this end, the Head of State asked the Prime Minister to take all the necessary measures in with a view to accelerating the execution of the various socio-economic projects (rural electrification, rural hydraulics, construction of access roads, schools, health and sports infrastructure, etc.), already launched through, in particular, territorial development programs (PUDC, PUMA, PROMOVILLES, PACASEN, PNDL). In addition, the President of the Republic stressed the urgency of achieving universal access by the deadlines indicated, and of controlling, in a dynamic of optimizing the associated costs and financing, the territorial deployment of the identified and planned infrastructures, taking into account the need to integrate into the governance of programs and projects, the quality audit of works and structures, in order to guarantee their sustainability and the effectiveness of public expenditure. To close this subject, the Head of State asked the Prime Minister to carry out a monthly review, with the ministers and the entities involved, of the state of execution of the basic socio-economic infrastructure projects, in the localities targeted priorities, in conjunction with the local authorities and the partners concerned. With regard to the social climate and the management and follow-up of internal affairs, the President of the Republic raised the following subjects: social stability and the need for regular consultations with the trade unions, asking the ministers to relaunch, in each ministerial department, consultations with trade unions, with a view to establishing constructive social dialogue and regular monitoring of signed agreements; In addition, the Head of State invited the Prime Minister to regularly receive the social partners in order to guarantee a consensual and lasting social pact, within the framework of the improvement of the purchasing power of households and the revival of the national economy. the preparation of the 2022-2023 agricultural marketing campaign by asking the Prime Minister to take all appropriate measures to ensure, in anticipation, the application of the measures necessary for the smooth running of the agricultural production marketing campaign, with the rapid setting of producer prices for groundnuts. The President of the Republic also invited the Ministers in charge of Agriculture and Trade to propose, as soon as possible, an adequate marketing plan for the benefit of producers and their cooperatives, paying special attention to the situation of oil mills, in particular SONACOS. Under his diplomatic agenda and the follow-up of cooperation and partnerships, the Head of State congratulated the Minister of Foreign Affairs and Senegalese Abroad for the good performance of the 8th edition of the Dakar International Forum on Peace and Security in Africa, in the presence of the Presidents of the Republic of Angola and Cabo Verde. The Head of State also informed the Council of his participation, on Tuesday, October 25, in the Economic Forum on Investment in Riyadh. In his communication, the Prime Minister discussed: his participation in the SEN HABITAT fair and the evaluation of the 100,000 housing project; the closure of the consultations on the fight against the high cost of living; monitoring of the economic, budgetary and financial framework; monitoring of hospital projects; the holding of the interministerial meeting on the energy sector. Following the Prime Minister, the Minister, Secretary General of the Presidency of the Republic presented to the Council the fifty (50) presidential directives resulting from the governmental seminar held on October 19, 2022. IN RESPECT OF COMMUNICATIONS FROM THE MINISTERS the Minister of Foreign Affairs Foreigners and Senegalese Abroad made a presentation on the international situation; the Minister of Agriculture, Rural Equipment and Food Sovereignty made a presentation on the monitoring of the 2022/2023 agricultural campaign and the situation of exports of horticultural products; the Minister of Health and Social Action made a presentation on the situation of the fight against non-communicable diseases (NCDs) in Senegal and the preparation of the national survey on the prevalence of risk factors. Council of Ministers of October 19, 2022 The Council of Ministers was held on Wednesday October 19, 2022 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. The Head of State, at the start of his communication, sent his warm congratulations to the Minister of Higher Education, Research and Innovation, the Rector, teachers, students and staff of the Cheikh Anta DIOP University of Dakar (UCAD) for the remarkable distinction of the institution as the first institution of higher education in French-speaking Africa. The President of the Republic takes this opportunity to reiterate to the Government his directives aimed at the continuous improvement of the performance of the higher education and research system in permanent consultation with all the actors of the university community. On the same subject, the Head of State asked the Minister of Higher Education, Research and Innovation to initiate reflection on the curricula and installation sites of the future University of Eastern Senegal . Returning to the revival of the strategic tourism sector, the Head of State insisted on the priority he gives to the development of this major economic and social sector of national life. The President of the Republic recalled the significant financial efforts made by the Government to support national operators in the sector, as part of the economic and social resilience program (PRES). The Head of State asks, in a dynamic of revival, the Minister of Tourism to engage with the professionals of the sector and the other stakeholders, consultations with a view to: the development of emerging tourist areas (Pointe sarène, Mbodiène, Joal Finio, Saloum and lower Casamance islands, etc.) (i); the revitalization of hotel credit and employment in establishments and tourist sites (ii) in compliance with the signed social stability pact. The Head of State recalled the special attention to be given to the preservation of beaches and the living environment of tourist localities. Finally, the President of the Republic asked the Prime Minister to launch the 2022-2023 tourist season after the holding of an upcoming Interministerial Council on the sector. On the social climate and the follow-up of internal affairs, the President of the Republic insisted on the following files: The management of patients with insufficient kidneys in hospitals and dialysis centers and the quality of health infrastructures by asking the Minister of Health and of Social Action to take all the necessary measures to improve care. The President of the Republic notably noted the urgency of accelerating the rehabilitation of the Neurology Department of the Fann hospital; The inclusive territorial development of mining areas by inviting the Prime Minister to bring together the Ministers and companies involved with a view to the urgent deployment of substantial actions to promote local employment and improve the living environment of the populations in terms of achieving basic economic and social infrastructure. Addressing the follow-up of cooperation, partnerships and his agenda, the President of the Republic informed the Council of the restitution session of the work of the WAEMU Peace and Security project which he chaired, on Friday, October 7, 2022. The Head of State also made a point of organizing, after the meeting of the Council of Ministers, a governmental seminar on method and exchanges on public policies with a view to preparing the budget session and taking charge in "Fast Track" of economic and social emergencies. Council of Ministers of October 12, 2022 The President of the Republic, His Excellency Macky SALL chaired the Council of Ministers, this Wednesday, October 12, 2022, at the Palace of the Republic. At the start of his communication, the Head of State praised the smooth running of Maouloud and congratulated the religious leaders, the Government, the defense and security forces and the other State services for the excellent organization of celebrations throughout the national territory. Addressing the strengthening of food sovereignty, the President of the Republic recalled his option to integrate the "food sovereignty" component into the missions and title of the Ministry of Agriculture and Rural Equipment in order to establish the extension of cultivated areas, the amplification of agricultural and horticultural production with regard to the volume of our imports and consumption patterns. In this perspective, the Head of State recalled the interministerial nature of this major orientation of the Emerging Senegal Plan and urged the Minister in charge of Agriculture, under the supervision of the Prime Minister, to develop, before the end of December 2022 , a Food Sovereignty Strategy for Senegal (SAS), consensual, pragmatic and sustainable. To this end, the President of the Republic recalled the need for operational involvement of the ministerial departments concerned and the use of the work of the Institute of Food Technology (ITA) to ensure the achievement of objectives. Thus, the Head of State urged the Minister of Agriculture to present, before the end of November 2022: (i) a new intervention doctrine for SAED and SODAGRI; (ii) evaluation of the distribution of agricultural equipment to producers; (iii) the updated National Rice Self-Sufficiency Program (PNAR). Finally, the President of the Republic indicated to the Ministers in charge of Agriculture, Trade and Industry the need to accelerate the targeted construction of storage warehouses and production processing units with a view to creating , with the development of the activities of the Market of National Interest (MIN), an ecosystem favorable to the sustainable food sovereignty of Senegal. With regard to the acceleration of the implementation of Special Economic Zones (SEZ), agropoles, sites and industrial parks, the Head of State recalled the various instruments of impetus and materialization of the policy of industrialization of Senegal to broaden the productive base, strengthen attractiveness, innovation and technology transfer, as well as job creation in many sectors and localities of the country. In this dynamic, the President of the Republic invited the Prime Minister and the ministers in charge of Industry and the Economy, to ensure the permanent monitoring of the establishment of special economic zones (SEZ) and the execution of projects for agropoles and industrial sites. The Head of State also indicated to the Minister of Industrial Development and Small and Medium Industries, the need to assess the activities of APROSI, taking into account Senegal's ambitions in terms of industrialization. Finally, the President of the Republic asked the Prime Minister to hold, before the end of November 2022, an Interministerial Council to assess the implementation of Senegal's industrialization strategy. Addressing the social climate and the monitoring of internal affairs, the Head of State mentioned: the decongestion of the Port of Dakar with the need to bring together, as soon as possible, around the Prime Minister, all the port actors, in view of the execution of an emergency plan; prevention and road safety with the forthcoming holding of an interministerial meeting, with a view to the adoption by the Council of Ministers of new measures aimed at effectively combating the resurgence of accidents; the prevention and management of floods with the urgent need to take stock, on the one hand, of the actions deployed in Dakar and in the other regions and, on the other hand, of the development of the new ten-year programme; the "XEYU NDAW NI" program with the imperative of the implementation of the special recruitment component, the integration of 1,000 new consumer volunteers and finally the evaluation of the action of the Employment and Entrepreneurship Centers for young people and women installed in the departments.
