Council of Ministers of October 12, 2022 The President of the Republic, His Excellency Macky SALL chaired the Council of Ministers, this Wednesday, October 12, 2022, at the Palace of the Republic. At the start of his communication, the Head of State praised the smooth running of Maouloud and congratulated the religious leaders, the Government, the defense and security forces and the other State services for the excellent organization of celebrations throughout the national territory. Addressing the strengthening of food sovereignty, the President of the Republic recalled his option to integrate the "food sovereignty" component into the missions and title of the Ministry of Agriculture and Rural Equipment in order to establish the extension of cultivated areas, the amplification of agricultural and horticultural production with regard to the volume of our imports and consumption patterns. In this perspective, the Head of State recalled the interministerial nature of this major orientation of the Emerging Senegal Plan and urged the Minister in charge of Agriculture, under the supervision of the Prime Minister, to develop, before the end of December 2022 , a Food Sovereignty Strategy for Senegal (SAS), consensual, pragmatic and sustainable. To this end, the President of the Republic recalled the need for operational involvement of the ministerial departments concerned and the use of the work of the Institute of Food Technology (ITA) to ensure the achievement of objectives. Thus, the Head of State urged the Minister of Agriculture to present, before the end of November 2022: (i) a new intervention doctrine for SAED and SODAGRI; (ii) evaluation of the distribution of agricultural equipment to producers; (iii) the updated National Rice Self-Sufficiency Program (PNAR). Finally, the President of the Republic indicated to the Ministers in charge of Agriculture, Trade and Industry the need to accelerate the targeted construction of storage warehouses and production processing units with a view to creating , with the development of the activities of the Market of National Interest (MIN), an ecosystem favorable to the sustainable food sovereignty of Senegal. With regard to the acceleration of the implementation of Special Economic Zones (SEZ), agropoles, sites and industrial parks, the Head of State recalled the various instruments of impetus and materialization of the policy of industrialization of Senegal to broaden the productive base, strengthen attractiveness, innovation and technology transfer, as well as job creation in many sectors and localities of the country. In this dynamic, the President of the Republic invited the Prime Minister and the ministers in charge of Industry and the Economy, to ensure the permanent monitoring of the establishment of special economic zones (SEZ) and the execution of projects for agropoles and industrial sites. The Head of State also indicated to the Minister of Industrial Development and Small and Medium Industries, the need to assess the activities of APROSI, taking into account Senegal's ambitions in terms of industrialization. Finally, the President of the Republic asked the Prime Minister to hold, before the end of November 2022, an Interministerial Council to assess the implementation of Senegal's industrialization strategy. Addressing the social climate and the monitoring of internal affairs, the Head of State mentioned: the decongestion of the Port of Dakar with the need to bring together, as soon as possible, around the Prime Minister, all the port actors, in view of the execution of an emergency plan; prevention and road safety with the forthcoming holding of an interministerial meeting, with a view to the adoption by the Council of Ministers of new measures aimed at effectively combating the resurgence of accidents; the prevention and management of floods with the urgent need to take stock, on the one hand, of the actions deployed in Dakar and in the other regions and, on the other hand, of the development of the new ten-year programme; the "XEYU NDAW NI" program with the imperative of the implementation of the special recruitment component, the integration of 1,000 new consumer volunteers and finally the evaluation of the action of the Employment and Entrepreneurship Centers for young people and women installed in the departments. As part of his communication, the Prime Minister gave an update on the following subjects: the work of the commissions on consultation on the fight against the high cost of living; preparations for the start of the academic year; the national crafts strategy; the support mechanism for the availability of school uniforms; the forthcoming holding of an evaluation meeting of the “XEYU NDAW NI” program. IN RESPECT OF COMMUNICATIONS BY MINISTERS: The Minister of Foreign Affairs and Senegalese Abroad gave an update on the international situation; The Minister of Agriculture, Rural Equipment and Food Sovereignty reported on his visit to cotton production areas; The Minister of Health and Social Action made a presentation on the performance criteria of health establishments and the standard performance contract; The Minister of Women, Family and Child Protection made a presentation on the celebration of the International Day of Rural Women scheduled for October 15, 2022; The Minister of the Environment, Sustainable Development and Ecological Transition made a presentation on the ministerial preparatory meeting for the 27th United Nations Conference on Climate Change held in Kinshasa. UNDER LEGISLATIVE AND REGULATORY TEXTS: The Board examined and adopted: The bill relating to the practice of dental surgery and the National Order of Dental Surgeons of Senegal. Mr. Aymérou GNINGUE, Engineer in Petroleum Refining and Petrochemical Engineering, has been appointed Chairman of the Board of Directors of the HOLDING SOCIÉTES DES PETROLES DU SENEGAL (PETROSEN HOLDING SA), vacant position. Mr. Papa Ibrahima FAYE, Economist-Financial, previously Director of the Regional Center for Social University Works of Saint-Louis, has been appointed Director General of the Autonomous Road Maintenance Fund (FERA), replacing Mr. Mamadou FAYE, called to other functions. Mr. Mamadou FAYE, Civil Engineer, previously Managing Director of the Autonomous Road Maintenance Fund (FERA), has been appointed Managing Director of the Public Infrastructure Management Company in the urban centers of Diamniadio and Lac Rose (SOGIP SA), Vacancy. Mr. Abdoulaye DIOP, Commercial Executive, has been appointed Director General of the Senegalese Shippers' Council (COSEC), replacing Mr. Mamadou NDIONE, called to other functions.
