Council of Ministers of October 26, 2022 The Council of Ministers was held on Wednesday October 26, 2022 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the start of his communication, the President of the Republic mentioned the need to intensify the revival of the national economy through the optimal implementation of the new Private Sector Development Strategy, the content of which must widely shared, under the supervision of the Prime Minister, before its validation by the end of 2022. The Head of State asked the Government to strengthen (i) the incentive system for improving the business environment to mobilize more foreign direct investment (FDI); (ii) the Presidential Investment Council (CPI) in a new format; and to finalize the draft Investment Code. To this end, the President of the Republic underlined the primordial place to be given to local content, at the level of the oil, gas and mining sectors in the private sector development strategy; and the enhancement of public procurement as an instrument of support for businesses. In addition, the Head of State invited the Prime Minister and the Ministers in charge of Finance, Economy and SMEs to consolidate sustained relations between the State and the national private sector in the spirit of the Senegal Plan. Emergent and its next Priority Action Plan being formulated, and also to build a dynamic policy of innovative financing of the economy through (i) renewed dialogue with the national banking ecosystem and; (ii) operational consolidation, pooling of actions of the Priority Investment Guarantee Fund (FONGIP), "public banks" (Banque de l'Habitat du Sénégal (BHS), La Banque Agricole (LBA) and the National Bank of Economic Development (BNDE), and the investment doctrines of the Caisse des Dépôts et Consignations (CDC) and the Sovereign Fund for Strategic Investments (FONSIS) Addressing the acceleration of the execution of projects with high economic and social impact , the President of the Republic recalled the priority nature of social and territorial equity in the implementation of public policies. To this end, the Head of State asked the Prime Minister to take all the necessary measures in with a view to accelerating the execution of the various socio-economic projects (rural electrification, rural hydraulics, construction of access roads, schools, health and sports infrastructure, etc.), already launched through, in particular, territorial development programs (PUDC, PUMA, PROMOVILLES, PACASEN, PNDL). In addition, the President of the Republic stressed the urgency of achieving universal access by the deadlines indicated, and of controlling, in a dynamic of optimizing the associated costs and financing, the territorial deployment of the identified and planned infrastructures, taking into account the need to integrate into the governance of programs and projects, the quality audit of works and structures, in order to guarantee their sustainability and the effectiveness of public expenditure. To close this subject, the Head of State asked the Prime Minister to carry out a monthly review, with the ministers and the entities involved, of the state of execution of the basic socio-economic infrastructure projects, in the localities targeted priorities, in conjunction with the local authorities and the partners concerned. With regard to the social climate and the management and follow-up of internal affairs, the President of the Republic raised the following subjects: social stability and the need for regular consultations with the trade unions, asking the ministers to relaunch, in each ministerial department, consultations with trade unions, with a view to establishing constructive social dialogue and regular monitoring of signed agreements; In addition, the Head of State invited the Prime Minister to regularly receive the social partners in order to guarantee a consensual and lasting social pact, within the framework of the improvement of the purchasing power of households and the revival of the national economy. the preparation of the 2022-2023 agricultural marketing campaign by asking the Prime Minister to take all appropriate measures to ensure, in anticipation, the application of the measures necessary for the smooth running of the agricultural production marketing campaign, with the rapid setting of producer prices for groundnuts. The President of the Republic also invited the Ministers in charge of Agriculture and Trade to propose, as soon as possible, an adequate marketing plan for the benefit of producers and their cooperatives, paying special attention to the situation of oil mills, in particular SONACOS. Under his diplomatic agenda and the follow-up of cooperation and partnerships, the Head of State congratulated the Minister of Foreign Affairs and Senegalese Abroad for the good performance of the 8th edition of the Dakar International Forum on Peace and Security in Africa, in the presence of the Presidents of the Republic of Angola and Cabo Verde. The Head of State also informed the Council of his participation, on Tuesday, October 25, in the Economic Forum on Investment in Riyadh. In his communication, the Prime Minister discussed: his participation in the SEN HABITAT fair and the evaluation of the 100,000 housing project; the closure of the consultations on the fight against the high cost of living; monitoring of the economic, budgetary and financial framework; monitoring of hospital projects; the holding of the interministerial meeting on the energy sector. Following the Prime Minister, the Minister, Secretary General of the Presidency of the Republic presented to the Council the fifty (50) presidential directives resulting from the governmental seminar held on October 19, 2022. IN RESPECT OF COMMUNICATIONS FROM THE MINISTERS the Minister of Foreign Affairs Foreigners and Senegalese Abroad made a presentation on the international situation; the Minister of Agriculture, Rural Equipment and Food Sovereignty made a presentation on the monitoring of the 2022/2023 agricultural campaign and the situation of exports of horticultural products; the Minister of Health and Social Action made a presentation on the situation of the fight against non-communicable diseases (NCDs) in Senegal and the preparation of the national survey on the prevalence of risk factors. WITH RESPECT TO INDIVIDUAL MEASURES The President of the Republic has taken the following decisions: Mr. Ousmane GUEYE, Magistrate, is appointed Secretary General of the Ministry of Microfinance and Social and Solidarity Economy, replacing Mr. Cheikh NDIAYE, called to 'other functions. Mrs. Mame Sané NDIAYE, Civil Administrator, has been appointed Secretary General of the Ministry of Territorial Communities, Planning and Regional Development, replacing Mr. Etienne Turpin, admitted to claiming his rights to a retirement pension. Mr. Souleymane Barka BA, Expert in Educational Sciences, has been appointed Chairman of the Board of Directors of the Office des Lacs et Cours d'Eau (OLAC), replacing Mr. Abdourahmane SOW. Mr. Mouhamadou SENE, Inspector of Popular Education, Youth and Sports, is appointed Director of General Administration and Equipment at the Ministry of Microfinance and Social and Solidarity Economy, replacing Mr. El Hadji Amadou NDIAYE, called to other functions.
