At the start of his communication, the Head of State welcomed the success of the national consultations on the fight against the high cost of living through a participatory process which culminated, on Saturday, November 05, at the end of a special National Consumer Council, to take eleven (11) major decisions aimed at significantly lowering the prices of foodstuffs and everyday consumer products, as well as regulating the costs of certain essential services, such as rents. The President of the Republic congratulated the economic actors (traders, importers, industrialists, employers), consumer associations, the Government and the administrations involved, who, in a united spirit of commitment and partnership, have contributed to the reduction prices and the finalization of the other accompanying measures. This, with the aim of sustainably securing the country's supply; to control the price structure; to revive the national industry; to develop the agricultural, livestock and fisheries sectors within the framework of the policy of food sovereignty and the promotion of local consumption. To this end, the Head of State invited the Prime Minister and the Minister of Trade, Consumption and SMEs, to take all regulatory acts for the effective application of the prices set, in the spirit of the consensus and decisions consultations. The President of the Republic also urged the Government to pursue, relentlessly, the constructive dialogue with consumers and players in the national economy, in order to ensure sustained regulation of activities in all sectors, in particular Health. , including the nomenclature of services and the regulatory framework for pricing, must be updated by the Ministers in charge of Health and Trade, before the end of November 2022. The Head of State particularly recalled the need to Provide the Trade Administration with adequate means to better carry out its missions of price control and watch over healthy competition in the sectors of the economy. On this subject, the President of the Republic has asked the Minister of Commerce to present, before the end of the year, a new mechanism for strengthening competition in Senegal. With regard to the national port strategy, the Head of State asked the Prime Minister and the Minister of Fisheries and Maritime Economy to accentuate the reforms of this sector in order to guarantee the continuous and optimal functioning of the Port. Autonomous Region of Dakar, as well as the performance of this key entity of the national economy. Finally, the Head of State asked the Prime Minister to pay particular attention to: Permanent monitoring of the cement sector, with regard to its implications in housing construction programs; supervising the operation of rebar manufacturing plants and the activities of actors in the collection, distribution and export of scrap metal; the presentation of a monthly report on the status of application of the decisions resulting from the consultations on the fight against the high cost of living. Returning to the 2022-2023 groundnut marketing campaign, which officially opens on November 21, 2022, the President of the Republic has decided to set the floor purchase price for the producer of a kilogram of groundnut at 275 FCFA against 250 FCFA during from the previous campaign. Addressing the execution of projects to promote vocational and technical training, the President of the Republic reminded the Government of the importance of developing human capital in the Emerging Senegal Plan (PSE). To this end, the Head of State stressed the priority nature of vocational and technical training, which requires the optimal execution of all development projects and programs in the sector, with the creation of departmental vocational training centers and the deployment of the Vocational and Technical Training Financing Fund (3FPT). In this regard, the President of the Republic recalled the need for an evaluation of the territorial, technical and financial interventions of the 3FPT counters, in particular, within the framework of the “XEYU NDAW NI” program. Finally, the Head of State asked the Government to make an exhaustive assessment of the actions of the 3FPT, since its creation in 2014, and to communicate more about the possibilities of support in terms of training and learning offered by the structure. . With regard to the strategic control of the land and built heritage of the State, the President of the Republic reminded the Government of the urgency of ensuring the control of exhaustive data on State real estate, through the complete digitization of the cadastre and scrupulous respect for state processes. In this respect, the Head of State invited the Minister in charge of Domains and the Minister, Secretary General of the Presidency of the Republic, to finalize, as soon as possible, the national census of the State's built heritage in order to to build an exhaustive and credible national digitized database of land and property conservation for public authorities. On the social climate and the follow-up of internal affairs, the President of the Republic insisted on the following files: the national vaccination campaign for Livestock and the development of the Livestock sector, by asking the Minister for Livestock and animal productions to accelerate, in all regions of Senegal, the deployment of the livestock vaccination campaign in order to ensure the health security of livestock, in accordance with the guidelines and objectives of the National Livestock Development Plan; In addition, the President of the Republic asked the Minister of Livestock to prepare, with all the actors of the sector, the celebration of the next national day of Livestock planned in Tambacounda. the national action plan to combat human trafficking, by inviting the Prime Minister and the Keeper of the Seals, Minister of Justice to submit, before the end of November 2022, an evaluation report on the state of execution of the National Action Plan to Combat Human Trafficking (2021-2023). Addressing the victory of the Beach Soccer Lions and Senegal's participation in the FIFA World Cup in Qatar, the President of the Republic sent his warm congratulations to the "Beach Soccer Lions" who won the 7th edition in Mozambique. of the 2022 African Cup of Nations in the discipline. The Head of State encouraged, in the same dynamic, the Minister of Sports, the Senegalese Football Federation, the players of the national team, "the Lions", African Champions in Title, and their technical supervision, to achieve a remarkable participation of Senegal in the Football World Cup which will take place from November 20 to December 18, 2022 in Qatar. The President of the Republic stressed the importance of the logistical and financial arrangements made by the State for good preparation and participation, under the best performance conditions, of the "Football Lions" in the World Cup. Regarding his diplomatic agenda, the Head of State informed the Council of his participation on November 7 and 8, 2022, in Sharm El Sheikh, in the segment of Heads of State and Government, of the 27th Conference of Parties. (COP 27) at the United Nations Framework Convention on Climate Change, during which he recalled the imperative of a fair and equitable green transition. In his communication, the Prime Minister addressed the following points: the inter-ministerial meeting on the implementation of measures to combat the high cost of living; the opening ceremony of the International Forum of Women Entrepreneurs of Africa and its Diaspora, 2022 edition; the meeting on Higher Education; monitoring of hospital projects (Le Dantec Hospital, Tivaouane Hospital and Polyclinic of the main hospital in Dakar).
