Council of Ministers of December 22, 2022 The Council of Ministers was held on Thursday, December 22, 2022 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the beginning of his communication, the President of the Republic addressed his warm congratulations to the Government, in particular the Prime Minister, for the exhaustiveness and the quality of his declaration of general policy before the National Assembly, which took place on December 12, 2022. The Head of State urged the Government to remain a team of combat, listening, proximity, monitoring and action at the service of the well-being of the populations, in the permanent spirit of the “Fasttrack”. Addressing the celebration of Christmas, the President of the Republic addressed his warm congratulations to the Christian community while formulating prayers with the Nation for a Senegal of peace and prosperity in solidarity and equity. To this end, the Head of State has decided to declare public holiday, unemployed and paid on Monday, December 26, 2022, in accordance with the provisions of article 8 of decree n ° 74-1125 of November 19, 1974 fixing the regime of the holiday national and May 1st and that of other legal holidays. With regard to transparency in the management of public finances and the strengthening of the fight against money laundering and the financing of terrorism, the President of the Republic reiterated his attachment to transparency, the promotion of good governance and accountability, set up as pillars in the Emerging Senegal Plan. Following the publication of the report of the Court of Auditors on the audit of the management of the Response and Solidarity Fund against the effects of COVID 19 (FONDS FORCE COVID-19), the Head of State asked the Prime Minister to carefully examine the information published, the recommendations made and to take the appropriate measures without delay in order to enlighten the public on the elements contained in the said report with a view to the follow-up to be given. Furthermore, the Head of State indicated to the Prime Minister the urgency of stepping up the implementation of the National Strategy for the Fight against Money Laundering and the Financing of Terrorism in order to remove Senegal from the list of high-risk third countries in this area according to a recent publication. Returning to the strategic control of the financing of local authorities, the President of the Republic congratulated the Minister of Local Authorities, Planning and Development of the Territories, the presidents of the departmental council, the mayors and the partners of the State for the success of the organization of this second edition of the National Day of Decentralization (JND). The Head of State welcomed the notable achievements in terms of decentralization, planning and sustainable development of the territories and asked the territorial actors to consolidate around the orientations of the central State, a constructive dialogue, essential to modernize the territorial governance in the dynamics of the Emerging Senegal Plan (PSE). The President of the Republic recalled the importance of public funds directly allocated to local authorities within the framework of the Endowment Funds for Decentralization and the Equipment Fund for Local Authorities, which rose from 31 billion in 2013 to nearly 65 billion in 2022, excluding the local economic contribution (CEL), the projects carried out and the resources allocated by the State within the framework of territorial development programs (PUDC, PUMA, PACASEN, PROMOVILLES, PNDL, etc.). The Head of State stressed the urgency of carrying out, before the end of January 2022, an evaluation of the CEL (local economic contribution) and a report on the prospects for reforming the mechanisms and instruments for financing local authorities, with regard to transferred powers and territorial equity requirements. Finally, the President of the Republic will soon receive the new presidents and members of the offices of the associations of Mayors, of the departments of Senegal and of the Union of associations of territorial elected officials, whom he once again congratulates. Addressing the social climate, the management and monitoring of internal affairs, the President of the Republic insisted on the following subjects: the protection of children and the integrated development of early childhood: by reminding the Government to strengthen the protection of children and the integrated development of early childhood, notably through preschool education and the toddlers' hut, which remain priorities. To this end, the Head of State has urged the Prime Minister to ensure permanent monitoring of the implementation of ministerial actions relating to the national strategy for the protection of children, which must be the subject of a diligent evaluation and of a participatory update before the end of February 2022. The Head of State also welcomed the organization of the 16th edition of the national week of early childhood and the toddlers' hut and asked the Government to ensure - in a spirit of solidarity and consensus of the actors involved - to sustainably establish the psychosocial development of children throughout the national territory. the control of the production and marketing of alcohol near schools and universities: by reiterating the Minister of the Interior and the Minister in charge of Trade his instructions relating to the systematic prohibition of the manufacture and sale of alcohol in all its forms, around schools and universities. In terms of his diplomatic agenda, the President of the Republic informed the Council of his participation in the 2nd USA-Africa Leaders Summit which took place from December 12 to 15, 2022 in Washington. The Head of State welcomed the selection of Senegal to benefit from a new compact of the regional Millennium Challenge Corporation (MCC), which is an equivalent of the national MCC with cross-border articulation. The President of the Republic also welcomed his official visit to Japan, following which two Agreements were signed, one on support for education and the other on the installation of a fishery product analysis laboratory. The Head of State also informed about his working visit to Turkey, during which he proceeded to the inauguration of the new premises of the Embassy of Senegal in Ankara. Finally, the President of the Republic hailed Türkiye's support for Africa's candidacy for the G20. In his communication, the Prime Minister reported on the monitoring of government activity which focused on: the inauguration ceremony of the Gouina dam; the consultative group of the Republic of Niger; side meetings of the advisory group; the 5th Franco-Senegalese Intergovernmental Seminar; the general policy statement; the examination of the motion of censure. AS PART OF THE COMMUNICATIONS OF THE MINISTERS the Minister of Foreign Affairs and Senegalese Abroad gave an update on the international situation; the Minister of Agriculture, Rural Equipment and Food Sovereignty made a presentation on the monitoring of the agricultural campaign; the Minister of Health and Social Action made a presentation on a strategy for the development of palliative care in Senegal within the framework of universal health coverage (UHC). IN RESPECT OF LEGISLATIVE AND REGULATORY TEXTS The Board examined and adopted: the draft decree on the system for implementing targeted financial sanctions linked to the financing of terrorism and the proliferation of weapons of mass destruction. WITH RESPECT TO INDIVIDUAL MEASURES The President of the Republic has taken the following decisions: Mr. Alioune NDIAYE, Magistrate, is appointed Secretary General of the Ministry of Justice, replacing Mrs. Aïssé Gassama TALL, called to other functions; Mr. Mahamadou Samsoudine SADIO, Doctor of Letters, is appointed Chairman of the Board of Directors of the National School of Arts and Crafts of Culture, replacing Mr. Abdoulaye Coly; Mr. Alioune MAR, holder of a master's degree in private law, is appointed Chairman of the Board of Directors of the National Office for the Recovery of Criminal Assets (ONRAC) in replacement of Mr. Chérif NDIANOR; Mr. Amady Gnagna CISSE, Economist, is appointed Chairman of the Management Committee of the National School of Prison Administration, replacing Mr. Harouna Mamadou BAL; Mr. Mamadou DIOMBÉRA, Associate Professor, specialist in strategic development and governance of tourism and cultural policies, has been appointed Director General of the National School of Arts and Crafts of Culture, replacing Mr. Salif DIEDHIOU; Mr. Ousmane Diègue Diame FAYE, Economist-Planner, has been appointed Director of General Administration and Equipment at the Ministry of the Environment, Sustainable Development and Ecological Transition, replacing Mr. Malick Sarr; Mr. Abdoulaye BA, Divisional Police Commissioner, has been appointed Director of Human Resources of the General Directorate of the National Police at the Ministry of the Interior; Mr. Pape Abdou Dia, Civil Engineer, is appointed Director of School Buildings of the Ministry of National Education, replacing Mr. Mamadou Moustapha NDIAYE, called to other functions Mr. Cheikh Tidiane LY, Economist, previously in service at the Internal Inspection, is appointed Technical Inspector at the Ministry of Livestock and Animal Production, replacing Dr Gérôme SAMBOU, called to other functions.
