Council of Ministers of December 28, 2022 The President of the Republic, His Excellency Macky SALL chaired the Council of Ministers, this Wednesday, December 28, 2022, at the Governance of Tambacounda. At the beginning of his communication, the Head of State thanked the populations of the Tambacounda region, the elected officials and the administrative authorities for their exceptional mobilization and their warm welcome during his economic tour in the region. This visit is marked by the inaugurations of public infrastructure (roads, roads, public lighting, power plant, military barracks, etc.), the holding of this relocated Council of Ministers, following the territorialized Presidential Council, in the presence of members of the Government and vital forces of the region. The President of the Republic reminded the Government of the need to lay the foundations for sustainable development throughout the national territory based on the potential and the expression of territorial needs (at the level of municipalities, departments and regions ) in terms of public and private investments. The President of the Republic noted that the Presidential Development Council, territorialized, made it possible, on the basis of the report of the Territorial Conference presented by the Governor, to have an exhaustive evaluation of the investments of the State in the region of Tambacounda over the period 2013-2022. Based on the significant progress observed and the sectoral needs revealed by the territorial actors, the Government, in the dynamics of the Emerging Senegal Plan (PSE) has developed a regional Priority Investment Program (PIP) (three-year 2023-2025) articulated around the sixteen (17) orientations and decisions that the Head of State has retained: the strengthening of Security and the Opening up of the region; the acceleration of the revival of the railways with the construction of a dry port and/or a station for large carriers in Tambacounda; the construction of the University of Eastern Senegal; the construction of hospitals in Tambacounda and Bakel; reconstruction and Modernization of Tambacounda Airport, Simenti and Bakel airports (concerning the rehabilitation of their runways); the development of Crafts, Culture and Heritage, Tourism and sports infrastructure (with the construction of modern multifunctional sports stadiums and facilities in Bakel, Goudiry and Koumpentoum); strengthening urban development, access to water (with water transfer projects and the construction of multi-village boreholes), sanitation and electricity for populations with social equity programs and territorial (PUDC, PUMA, PNDL, PROMOVILLES, PACASEN…..); the amplification and extension of agricultural development by SODEFITEX and SAED; the development of Livestock and agro-pastoral activities, prefiguring the creation of the Agropole Est and a DAC in the department of Koumpentoum; the intensification of the Industrialization of the region; the preservation of forest resources and ecosystems (in particular those of the Niokolokoba Park, an ecological and tourist structure whose mode of governance will have to evolve towards a PPP); the optimal development of mining resources (emergence of a mining hub) and the potential of border areas (with particular attention to the depollution and preservation of Falémé, as well as to the territorial development of the district of Kéniaba; functional establishment of a Vocational Training Center in the departments of (Bakel, Koumpentoum and Tambacounda) and a House of Youth and Citizenship in each of the four (4) departments (Bakel, Goudiry, Koumpentoum and Tambacounda ); the consolidation of the implementation of a regional program for entrepreneurship, integration and employment of young people and women: "XEYU NDAW NI/special region of Tambacounda" with increased funding from the DERFJ, special recruitment quotas (1,000 living environment and SONAGED jobs) for the four (4) departments and the expansion of the possibilities of the State-employer agreement; the promotion and development of private clothing and commercial spaces: complete the work and make the sub-regional women's market functional; support for socio-economic and cultural initiatives of the Diaspora from the region; the acceleration of the posting of public officials in the priority sectors (health, education, security, water and forests, etc.) and the implementation of a special program for the construction and rehabilitation of administrative infrastructure in the region (in particular the Prefectures of Goudiry, Koumpentoum and Bakel, the sub-prefecture of Kéniaba and the fire and rescue centers in the departmental capitals). Thus, the President of the Republic validated the regional Priority Investment Program (PIP) – adjusted – estimated at 500 billion FCFA over the period 2023-2025, taking into account all the concerns expressed by the populations of the departments. Therefore, the Head of State indicated the imperative to consolidate the dynamics of dialogue between the State and the territorial actors, to make Tambacounda and its region, a reference in terms of territorialization of public policies. Finally, the President of the Republic asked the Prime Minister to provide a monthly update to the Council of Ministers on the status of sectoral implementation of the development program for the Tambacounda region. Addressing the National Livestock Day and the acceleration of the development of the sector with the adoption of the Pastoral Code, the Head of State mentioned the holding in Tambacounda of the National Livestock Day, which he will chair this Thursday, December 29, 2022. To this end, the President of the Republic recalled the primordial place of the livestock and animal production sector in the economic and social development of Senegal and in the promotion of our food sovereignty. In this respect, the Head of State asked the Government to establish the emergence of all sectors in the sector, but also to accelerate the implementation of the fodder crop development program, as well as the deployment vaccination campaigns to preserve the health of livestock. The President of the Republic welcomed the adoption, during this Council of Ministers of December 28, 2022, of the draft Pastoral Code, a major innovation in the optimal management of the economic potential of the livestock sector in our strategies for emergence and food sovereignty. Moreover, the Head of State asked the Government to ensure, in this period of the end of harvests and marketing of agricultural products, to ensure a consensual development and securing of livestock routes throughout the national territory. With regard to the social climate, the management and monitoring of internal affairs, the President of the Republic returned to the following subjects: the approach of anticipation in the fight against bush fires with the end of the rainy season coinciding very often with the proliferation of fires and bushfires, which cause numerous claims in several localities of the country. To this end, the President of the Republic has invited the Minister of the Environment, Sustainable Development and Ecological Transition, in conjunction with the Minister of the Interior, to take all the preventive measures necessary to ensure the awareness of the populations. and strengthen the inclusive implementation of the national bushfire control strategy. the intensification of the execution of projects in the Water and Sanitation sector by recalling the need for the sustainable securing of the supply of drinking water to the populations, which remains a priority for government action. Consequently, the Head of State asked the Minister of Water and Sanitation to ensure, in relation with the actors and partners, the acceleration, in 2023, of the execution of hydraulic projects in rural areas. particular and social connections in urban and peri-urban areas. In this regard, the President of the Republic has asked the Prime Minister to organise, in January 2023, an Interministerial Council on hydraulics with a view to accelerating the dynamics of universal access to drinking water with the intensification of execution of PUDC projects. Finally, the Head of State invited the Minister of Water and Sanitation and the Minister in charge of Flood Prevention and Management to present the priorities and priority actions defined within the framework of the finalization of the second ten-year program (20232032) for the Prevention and Management of Floods. In his communication, the Prime Minister returned to the follow-up of the coordination of governmental activity by evoking: the implementation of the conclusions of the territorialized Presidential Council of Tambacounda; monitoring the implementation of the national plan to combat the high cost of living. AS PART OF THE COMMUNICATIONS OF THE MINISTERS the Minister of Health and Social Action made a communication on the Joint Advanced Coordination Unit (UMCA) of Tambacounda for the management of malaria and public health events; the Minister of Air Transport and Airport Infrastructure Development made a presentation on the project to provide services and equipment relating to the technological modernization of airports and the digital transformation of tourism and air transport in Senegal. IN RESPECT OF LEGISLATIVE AND REGULATORY TEXTS The Board examined and adopted: the draft law on the Pastoral Code; the draft law amending law n° 2004-16 of 04 June 2004 on the agro-sylvo-pastoral orientation law; the draft decree on the Public Procurement Code. WITH RESPECT TO INDIVIDUAL MEASURES The President of the Republic has taken the following decisions: Mr. Papa Malick NDAO, Principal Civil Administrator, is appointed Secretary General of the Ministry of Agriculture, Rural Equipment and Food Sovereignty; Mr. Mamadou FAYE, Economist, has been appointed Chairman of the Board of Directors of Société Immobilière du Cap-Vert (SICAP SA), replacing Mr. Mame Bounama SALL, called to other functions; Mr. Idrissa DIOP, Holder of a Master's degree in Project Management, has been appointed Chairman of the Supervisory Board of the Senegalese Agency for Reforestation and the Great Green Wall, replacing Mr. Oumar BA, called to other functions.
