Council of Ministers of January 11, 2023 The Council of Ministers was held on Wednesday January 11, 2023 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the start of his communication, the President of the Republic bowed to the memory of the 41 people who have died to date, following the tragic road accident, which occurred on the night of Saturday 07 to Sunday 08 January 2023 , in Sikilo in the department of Kaffrine. Recalling the national mourning of three (3) days decreed from January 09, the Head of State presented the most saddened condolences of the Nation to the families of the victims and wished a speedy recovery to the 99 injured identified and taken care of. particularly at the Thierno Birahim Ndao Regional Hospital in Kaffrine. The President of the Republic hailed the national outpouring of exemplary solidarity and thanked the countries and foreign personalities who sympathized with our pain, as well as the mobilization of the members of the Government involved, the territorial administration, the Mayor of Kaffrine, the health and emergency services, the public prosecutor and all those of goodwill who provided assistance to the victims, the injured and their families. To this end, the Head of State raised the issue of the overall behavior of society in the face of the resurgence of road accidents. Thus, the President of the Republic asked the Prime Minister and the ministers involved (Armed Forces, Interior, Finance and Budget, Land Transport) to implement without delay, with the involvement of all the stakeholders, the measures adopted during of the Interministerial Council on Road Safety. The application of the decisions taken will be subject to weekly monitoring and evaluation in the Council of Ministers. Finally, the Head of State asked the Prime Minister to organise, as soon as possible, a special meeting on the priority renewal of transport vehicle fleets, in conjunction with transport and driver organisations. Addressing the role of the High Council of Territorial Collectivities and the enhancement of territories, the President of the Republic welcomed the installation of the members of the second term of office of the High Council of Territorial Collectivities (HCCT), on Saturday January 07, 2023. The Head of the State took the opportunity to congratulate, once again, the senior advisers and the President of the High Council of Territorial Communities, Mrs. Aminata Mbengue NDIAYE, for the quality of the work accomplished in recent years. The President of the Republic recalled that the High Council of Territorial Communities is the 4th constitutional institution of the Republic with the prerogative of giving its opinion on decentralization, territorial development and regional planning policies. The Head of State urged the Government to carefully examine the 26 opinions and 548 recommendations resulting from the HCCT reports and to expedite the finalization of the regulatory framework on the financial regime of local authorities and to ensure optimal financing of territorial development through the consolidation of public projects carried out in the municipalities and departments. Finally, the President of the Republic stressed the need to promote intermunicipal cooperation, with the support of the HCCT and the National Commission for Dialogue between Territories (CNDT). Coming back to the social climate and the monitoring of internal affairs, the Head of State insisted on the following subjects: land control and development in tourist areas and sites: by asking the Prime Minister and the ministers in charge of Finance and of the Budget, Local Authorities and Tourism, in conjunction with the National Agency for Spatial Planning (ANAT) and the Land Registry, to finalize, before the end of March 2023, the precise mapping of tourist areas and sites. To this end, the President of the Republic has asked the Government to secure, through approved urban plans, the perimeters of intervention and the titles of SAPCO in the municipalities concerned, including classified sites (forests, marine areas protected) placed under the supervision of the services of the Ministry of the Environment, Sustainable Development and Ecological Transition; the modernization and securing of markets and commercial spaces: by asking the Prime Minister to take all the necessary measures to accelerate the implementation of the Market Modernization and Management Program (PROMOGEM) in localities and sites targeted priorities (Ndoumbé Diop markets in Diourbel, Tilène in Ziguinchor, Sandikat in Pikine, Tambacounda and Kaolack, etc.). In addition, the President of the Republic asked the Minister of the Interior to ensure the functionality and upgrading of civil protection systems in markets and commercial spaces. Finally, the President of the Republic congratulated the Government for the efforts to revive economic activity, the sound performance of public finances, confirmed by the approval by the IMF's Board of Directors of the last review of the economic program and financial institution of Senegal. In his communication, the Prime Minister took stock of the coordination of government activities by mentioning: the Interministerial Council on Road Safety; the Interministerial Council on the National Food Sovereignty Strategy; the interministerial meeting on the Energy sector; the interministerial meeting on the health sector; meeting with technical and financial partners. AS PART OF COMMUNICATIONS FROM MINISTERS, the Minister of Finance and Budget made a communication on budget execution for the year 2023; the Minister of Agriculture, Rural Equipment and Food Sovereignty gave a presentation on the monitoring of the groundnut marketing campaign; the Minister of Health and Social Action made a presentation on the strategy for strengthening the management of emergencies and the organization of relief; the Minister of Sports reported on Senegal's participation in the "FIFA World Cup Qatar 2022"; the Minister of Culture and Historical Heritage made a presentation on the organization of the 11th edition of the National Festival of Arts and Cultures (FESNAC) in Kaffrine. UNDER LEGISLATIVE AND REGULATORY TEXTS The council examined and adopted: the draft decree relating to decentralized rural electrification projects; the draft decree setting the procedures for awarding exercise titles relating to regulated activities in the electricity sector. WITH RESPECT TO INDIVIDUAL MEASURES The President of the Republic has taken the following decisions: Mr. Mamadou Camara FALL, Inspector of Labor and Social Security, is appointed Secretary General of the Ministry of Vocational Training, Apprenticeship and Integration , replacing Mr. Mouhamadou Moustapha Thioune, called to other functions; Mr. Serigne Ahmadou Bamba SY, Central and Geomechanical Engineer, previously Coordinator of the Strategy, Performance and Quality Department of Senegal Digital SA, has been appointed Secretary General of the Ministry of Air Transport and Airport Infrastructure Development, vacant post; Mr. El Hadj Ndiogou DIOUF, Economist, is appointed Secretary General of the Ministry of Community Development, National Solidarity and Social and Territorial Equity, replacing Mrs. Virginie Rachelle Fayçaline Coly, called to other functions; Mr. Hamade NDIAYE, Business Executive at the Rural Boreholes Office (OFOR), has been appointed Director General of OFOR to replace Mr. Alpha Bayla Gueye, called to other functions; Mrs. Nafissatou DIOUF, Journalist, Holder of a Doctorate in French literature, is appointed Managing Director of the Société de Télédiffusion du Sénégal (TDS SA), replacing Mr. Amadou Abdoulaye Diop, called to other functions; Mr. Augustin NDIAYE, Professor of Secondary Education of exceptional class, is appointed Director General of the National Center for Professional Qualification (CNQP) at the Ministry of Vocational Training, Learning and Integration, replacing Mr. Zacharia Sall , allowed to assert his rights to a retirement pension; Mr. Mounirou LY, Planner, previously Director of the Promotion of Social Housing, is appointed Director General of the National Vocational Training Office at the Ministry of Vocational Training, Apprenticeship and Integration, replacing Mr. Souleymane Soumaré, called to other functions; Mr. Mamadou MBATHIE, Holder of a Diploma of Advanced Studies in Epistemology and History of Exact Sciences and Scientific Institutions, is appointed Chairman of the Orientation Council of the School-Business Training Program, replacing Mr. Papa Abou Camara, called to other functions; Mrs. Diègane WANE, Holder of a Master's degree in Finance and Public Management, is appointed Coordinator of the School-Company Training Program, replacing Mr. Ousmane Diédhiou, called to other functions; Mrs. Maïmouna KANTE, previously Director of the National School of Training in Family and Social Economy, is appointed Director of Vocational Training, Apprenticeship and Integration, replacing Mr. Abdou Fall, admitted to assert his rights to a retirement pension.
