Council of Ministers of January 18, 2023 The Council of Ministers was held on Wednesday January 18, 2023 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the start of his communication, the President of the Republic bowed to the memory of the 22 people who died, following the road accident which occurred on Monday January 16, 2023, near Sakal (in the Louga region) and presented, once again, the Nation's condolences to the bereaved families and wished a speedy recovery to the 23 wounded treated in our hospital structures. The President of the Republic insisted on the balance sheet of the accidents which reveals the imperative of a fast and vigorous action of the State to preserve the life of the populations against the resurgence of the road accidents. To this end, the Head of State invited the Government to ensure the implementation of emergency road safety measures with: the application of all the measures validated by the Council of Ministers, in particular the intensification of technical inspections, the speed limit of 90 km/hour maximum for public transport vehicles and the stopping of the import and retreading of used tyres; the intensification, along the roads and motorways, of permanent checks by the security forces, the control of road traffic and the wandering of animals; the reform and modernization of the public transport system in all its aspects by integrating the urgency of the implementation of the concerted program for the accelerated renewal of transport fleets, as a priority support action; the accentuation, from regulated tariffs according to the destinations, of the national deployment of the public company “Dakar Dem Dik” and of the private companies of transport having parks of big carriers, buses, minibuses and taxis in the standards. the establishment of a permanent communication and training system adapted to users and actors in the sector on the new highway code and preventive measures to combat road safety, in particular, respect for traffic timetables for transport vehicles. Thus, the President of the Republic reminded the Government of the need to pursue, relentlessly, the actions undertaken to raise the awareness of the actors and transport unions for the effective application of the regulations on the operation of urban and interurban public transport. The Head of State also asked the Minister of Land Transport to undertake, as soon as possible, the census of public transport players and parks, as well as the updating of the national list of official bus stations, in view to having a reliable database on the road transport sector. Finally, the President of the Republic indicated to the Prime Minister the need for a weekly evaluation in the Council of Ministers of the measures to combat road insecurity already implemented throughout the national territory, with the in place at the Primature of an Interministerial Monitoring Unit, involving the fourteen (14) regional governors. Addressing the success of the operation of the Regional Express Train (TER), the Head of State recalled the importance of this latest generation transport infrastructure, at the cutting edge of technology which symbolizes the promotion of public transport modern and safe railway. The President of the Republic welcomed, one year after the launch of its operation, on January 17, 2022, the remarkable attendance rate by users, the comfort and the safety of this innovative transport system which serves different localities in the Dakar region. In this respect, the President of the Republic has asked the Government to continue the efforts made to improve urban mobility with the emergence of multimodal transport, eventually integrating the BRT and the public transport systems operational in the capital. The Head of State, finally, invited the Prime Minister and the members of the Government involved in the project, to accelerate the accomplishment of all the administrative, logistical, technical and financial procedures necessary for the finalization of the second phase of the TER on the Diamniadio - AIBD line. Returning to the industrial development of Senegal with the emergence of special economic zones (SEZ), the President of the Republic reminded the Government of the importance of the Industrialization Policy which remains one of the pillars of the structural transformation of the economy. national, essential axis of the Emerging Senegal Plan (PSE). In this context, the Head of State asked the Prime Minister to finalize with the public and private actors involved, a roadmap for the acceleration of the exploitation of the four (4) ZES created in Diass, Bargny- Sendou, Diamniadio and Sandiara. Moreover, the President of the Republic reminded the Minister of Economy, Planning and Cooperation of the urgency of presenting the National Private Sector Development Strategy and finalizing the prospective evaluation of the missions and activities of FONSIS. , ten (10) years after its creation. Addressing the social climate and the monitoring of internal affairs, the Head of State insisted on the following subjects: the control of State interventions during religious and customary ceremonies by asking the Prime Minister and the Minister of the Interior to take all appropriate measures for optimal programming, with the communities concerned, of State interventions during religious and customary ceremonies organized on the national territory; the regulation and control of the establishment of service stations in the municipalities by asking the Prime Minister to ensure better regulation and preventive control of the construction of service stations on secure sites, after the imperative completion of a study of environmental and social impact validated. Returning to the need to celebrate the emblematic figures of our Nation and to offer them as models to the young generation, the Head of State, Protector of Arts and Letters, informed the Council of his decision to award, on an exceptional basis , out of competition and for all of their works, the Grand Prize of the Head of State for Letters, to the writers Cheikh Hamidou Kane and Aminata Sow Fall. In addition, the President of the Republic has decided to name the Virtual University of Senegal (UVS), “Cheikh Hamidou Kane Digital University”. In his communication, the Prime Minister returned to the monitoring of the coordination of government activity by evoking: His trip to Sakal and to the regional hospital of Louga on the occasion of the accident which occurred in the district of Sakal ; the interministerial meeting on the evaluation of the Xëyu ndaw ñi programme; the meeting on the situation of the national company La Poste. AS PART OF THE COMMUNICATIONS OF THE MINISTERS the Minister of Foreign Affairs and Senegalese Abroad reported on his visit to Spain; the Minister of Agriculture, Rural Equipment and Food Sovereignty made a presentation on Senegal's National Food Sovereignty Strategy (SAS) and the "Senegal Pact" within the framework of the African Summit on Agriculture . UNDER LEGISLATIVE AND REGULATORY TEXTS The council examined and adopted: the draft decree on the organization of the Ministry of Justice; the draft decree setting the terms and conditions for the issuance, modification, renewal and withdrawal of exercise titles in the electricity sector; the draft decree relating to the activity of self-production of electrical energy; the draft decree transferring the management of the ports of Senegal to the National Society of the Autonomous Port of Dakar. WITH RESPECT TO INDIVIDUAL MEASURES The President of the Republic has taken the following decisions: Mr. Thierno NDIAYE, Specialist in commercial management and financial engineering, is appointed Chairman of the Board of Directors of the Société Africaine de Raffinage (SAR), replacing Mr Diène FAYE; Ms. Seyni BEYE, Data Manager and specialist in Digital Transformation, is appointed Chairman of the Board of Directors of the National School of Cybersecurity; Mr. Ibrahima GUEYE, Principal Inspector of the Treasury, is appointed Inspector of Finances at the Ministry of Finance and Budget; Mr. Cheikh Abdou Lahad Mbacké SARR, Planner, is appointed Director of General Administration and Equipment at the Ministry of Finance and Budget, replacing Mr. Ibrahima Gueye, called to other functions; Mr. Abdoulaye NDIAYE, Specialist in Management and Regulation of Public Procurement, has been appointed Director of General Administration and Equipment of the Ministry of Fisheries and Maritime Economy, vacant post; Mr. Demba GAYE, holder of a diploma of higher studies specialized in Management of Companies in the Energy sector, previously Technical Advisor to the Minister of Petroleum and Energy, is appointed Director of Development of Renewable Energies, vacant post; Mr. Sana SANE, Geographer specializing in Environment and Development, has been appointed Director of the Regional Center for Social University Works (CROUS) in Ziguinchor, replacing Mr. Moustapha Lo DIATTA, called to other functions; Mrs. Catherine Marie Thérèse Faye DIOP, Architect DPLG, Director of Architecture at the Ministry of Urban Planning, Housing and Public Hygiene, has been appointed Government Commissioner to the Order of Architects of Senegal; Messrs. Abou KANE, Babacar Mbaye NDIAYE and Babacar SENE have been appointed Full Professors at the Faculty of Economics and Management of Cheikh Anta Diop University in Dakar; Mr. Moustapha SOKHNA has been appointed Full Professor of Didactics of the disciplines at the Faculty of Science and Technology of Education and Training of the Cheikh Anta Diop University of Dakar; Mrs. Ndeye THIAM, Mr. Ousmane SEYDI, Mr. Abdoul Aziz CISS, and Mr. Mamadou Diallo have been appointed Associate Professors at the Ecole Polytechnique de Thiès.
