Council of Ministers of April 26, 2023 The Council of Ministers was held this Wednesday, April 26, 2023 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the beginning of his communication, the President of the Republic addressed his warm congratulations and presented his best wishes to the Islamic Umah, on the occasion of the celebration of Eid El Fitr (KORITE), marking the end of the month blessed with Ramadan, before formulating prayers with the whole Nation, for a Senegal of Peace, Prosperity and solidarity. Addressing the preservation of social stability and the dynamics of emergence of Senegal, the Head of State reaffirmed his availability and his commitment to consolidate dialogue and consultation with all the living forces of the Nation, according to formats and themes. indicated, with respect for the rule of law, the institutions of the Republic and democratic values. Consequently, the President of the Republic asked the Prime Minister and the Minister of the Economy, Planning and Cooperation to ensure the success of RGPH 5 through permanent management of the smooth running of this vast operation, which will deploy throughout the national territory, under the technical coordination of the ANSD with the 32,500 investigators and supervisors selected. To this end, the President of the Republic invited the Prime Minister to mobilize State services and adequate means, ensuring, through sustained communication and grassroots awareness, the strong involvement of the populations. Regarding the imperative of a new doctrine of maintenance and preservation of the road heritage, the Head of State mentioned the significant financial efforts made since 2012 and aimed at the construction of quality road and motorway infrastructures, as well as the development of production roads, strengthening the internal opening up of the country through the development of sustainable road transport. To this end, the President of the Republic asked the Prime Minister to ensure, with the ministers concerned, the regular maintenance of the road network classified according to a priority work program validated with controlled and secure budgetary financing. The Head of State notably recalled the importance of a good evaluation of the mechanisms for the collection and use of the Road Use Tax (TUR), an essential source of financing for the National Road Maintenance Program . The President of the Republic also asked the Government to optimize the interventions of State structures in terms of routine road maintenance, in order to sustainably preserve our national heritage of road infrastructure and access roads. To this end, the Head of State invited the Prime Minister to hold, with the involvement of all the stakeholders, an Interministerial Council on the maintenance and preservation of the road and motorway heritage and production tracks. Addressing the modernization of technical education and vocational training, the President of the Republic reminded the Government of the importance of promoting quality human capital and improving the employability of young people, who mainly spend by strengthening technical education, vocational training and apprenticeship in the national education system. Father Madior Fall, former teacher, former Inspector of Youth and Sports, former Administrative Director of the CNG des Courses Hippiques and the Senegalese Federation of Sports for All, will have lived practically all his life in the service of education, Youth and sports. He will have marked many generations of pupils and high school students of Rufisque. At Lycée Abdoulaye Sadji, where he ended his teaching career as General Supervisor (before transferring to the Ministry of Youth as Youth Inspector), Mr. Madior Fall was everyone's friend, the tutor of many students who came from the suburbs without ties to Rufisque, the tireless tutor of candidates for exams and competitions. The proof of many former students, who have become Executives in many sectors here in Senegal, wanted to make the trip, to accompany him to his final resting place. At the start of his communication, the President of the Republic addressed the acceleration of funding for the promotion of entrepreneurship. In this perspective, the Head of State insisted on the central place of Entrepreneurship in the socio-economic integration of women and young people; position strengthened by its initiative to set up various framework and financing mechanisms, with a view to supporting and promoting, in territorial equity, the entrepreneurial dynamics of young people and women. The President of the Republic hailed the action of all the public entities involved in the emergence of a national culture of entrepreneurship and urged the ministries and structures concerned to consolidate the synergy of their interventions in order to establish effective of the State in taking charge of the training, supervision and financing needs of the targets. At the beginning of his communication, the President of the Republic seized the opportunity of the celebrations of Holy Week and Easter, to address his warm congratulations as well as his best wishes to the Christian community. Addressing the celebration of the sixty-third anniversary of our country's accession to international sovereignty, on April 4, 2023, the Head of State congratulated the Government, in particular the Minister of the Armed Forces, the Minister in charge of Youth, the Chief of General Staff of the Armed Forces, the High Commander of the National Gendarmerie and Director of Military Justice, all the defense and security forces, veterans, decentralized and decentralized administrative authorities, pupils, students, teachers and other bodies of the Nation, for the exceptional mobilization and the impeccable unfolding of the parades and festivities throughout the national territory. We owe respect and protection to this ancestral legacy, the essential foundation of our model of society. My dear compatriots, In my message for the New Year, I told you about our economic and social development programs and projects, including the state of execution of our infrastructure projects essential to the achievement of our objectives of emergence. Despite the difficult economic climate, the State is continuing its policy of supporting households, as evidenced by the measures to combat the high cost of living, including the reduction in rental prices. At the same time, all our infrastructure sites remain active, both in urban and rural areas, in accordance with our policy of development in social justice and territorial equity. Thus, after the flyovers of Yoff, Keur Gorgui, Saint Lazar, Lobatt Fall and Keur Massar, that of Cambérène and the Marsassoum bridge were put into service. In the same dynamic, I am happy to announce that the commercial operation of the BRT will begin during the second half of this year, with a fleet of 158 special buses, 100% electric, which will be powered by solar energy. It is a world first. The first buses will be delivered in May. The BRT will transport more than 300,000 passengers per day, without pollution, with internet on board, and in the best conditions of safety, comfort and regularity, like the TER. It will reduce the transit time between Guédiawaye and Dakar from 90 to 45 minutes and put 1,000 young people whose recruitment is in progress to work. In all the countries, experience shows that if the dissemination of book knowledge makes it possible to obtain a diploma, it is not enough to offer the qualification necessary for employment or self-employment. This is why we are further developing vocational education to better prepare our youth for working life. We want each level of training and diploma to correspond to a level of qualification that facilitates integration into the job market. This is what we do successfully in our Higher Institutes of Vocational Education (ISEP). And this is what we intend to do with the already finalized Program of 38 Departmental Vocational Training Centres. At the same time, the DER continues its activities of financing, supervision and advice in support of women and young people, throughout the national territory. As for the XËYU NDAW ÑI Programme, to date it has generated 63,650 jobs out of the 65,000 planned; while 14,150 young beginners benefited from the State-Employers Agreement, out of the initial objective of 20,000. The Community Agricultural Domains Program (PRODAC) and the Agropoles are also part of the response to the problem of employment and youth entrepreneurship, with the creation of economic development centers in our regions. We will do even more for youth employment with the forthcoming exploitation of our gas and oil resources. Thus, in collaboration with our partners, the National Oil and Gas Institute has trained 78 engineers and technicians who are already operational. Others are being formed.
