Council of Ministers of April 05, 2023 The Council of Ministers was held this Wednesday, April 05, 2023 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the beginning of his communication, the President of the Republic seized the opportunity of the celebrations of Holy Week and Easter, to address his warm congratulations as well as his best wishes to the Christian community. Addressing the celebration of the sixty-third anniversary of our country's accession to international sovereignty, on April 4, 2023, the Head of State congratulated the Government, in particular the Minister of the Armed Forces, the Minister in charge of Youth, the Chief of General Staff of the Armed Forces, the High Commander of the National Gendarmerie and Director of Military Justice, all the defense and security forces, veterans, decentralized and decentralized administrative authorities, pupils, students, teachers and other bodies of the Nation, for the exceptional mobilization and the impeccable unfolding of the parades and festivities throughout the national territory. The President of the Republic has magnified, through the success of the demonstrations, the professionalism of our defense and security forces, who remain men and women committed to the service of the Nation, by ensuring everywhere and at all times, the sanctuarisation of the national territory and the securing of people and property. The Head of State also praised the exemplary posture of our armed forces, which remain the foundations of our sovereignty and our common desire to live together in a united society and in the rule of law, in accordance with the Emerging Senegal Plan ( PSE) which gives a prominent place to peace, security and human capital, especially youth. In his capacity as Supreme Commander of the Armed Forces, the President of the Republic reiterated his commitment to spare no effort to strengthen the security network of the national territory and the equipment of the forces in order to support their effectiveness in the exercise of their missions in inside and outside the country. In addition, the Head of State invited the Government to consolidate the anchoring of the “Army Nation” concept, in particular by the essential development of national civic service and civil-military activities in several sectors of economic and social life. In this respect, the President of the Republic has asked the Minister of the Armed Forces, the Minister of National Education, the Minister of Higher Education and the Minister of Youth to initiate a reflection on the strengthening of civic education and the promotion of citizenship in school programs, with a view to better training, at the base, pupils, students and other learners in the values on which the Republic and the Nation are founded. In this respect, the Head of State asked the Prime Minister to present to him, in an inter-ministerial dynamic, at the end of each year, a report on civic education and the promotion of citizenship in Senegal. Returning to the evaluation of the performance of the health sector and the acceleration of reforms for an efficient health system, the President of the Republic took the opportunity of the celebration of World Health Day, on April 7th. , to remind the Government of the primordial place of population health in the promotion of quality human capital. The Head of State, in particular, hailed the exceptional provision of adequate resources, equipment and logistical means to the health sector, with a view to: (i) the construction of the latest generation health infrastructure in Dakar and in the other regions; (ii) the annual recruitment of a significant number of medical and paramedical personnel; (iii) improving the quality of care offers and the motivation of health workers. Consequently, the President of the Republic asked the Minister of Health and Social Action to intensify, with the assistance of the actors involved, the reforms in the sector, in order to expand and consolidate the significant investments made by the State to improve the health of populations at optimized costs. The Head of State recalled the urgency of finalizing the evaluation of the 1998 hospital reform, but, above all, of updating the regulations on the prices of consultations and medical analyzes in public and private structures. health. The President of the Republic also indicated the imperative to continue the modernization of the Reception and Emergency Services (SAU), as well as the process of certification of public and private health establishments; entities that need to be further audited and controlled with the strengthening of regular technical and financial inspections by the Ministry of Health. In addition, the Head of State asked the Minister of Health and Social Action to ensure the permanent monitoring of the pharmaceutical and medicine sector, with regard to the unprecedented investments made by the State and the transformations notables engaged to establish the pharmaceutical sovereignty of Senegal. Moreover, the President of the Republic invited the Minister of Health to examine with the actors, the effectiveness of the current health map, with regard to the evolution of the population, the accentuation of the urbanization of the country , the needs expressed in the different localities and the health challenges related to the lessons learned from the management of the COVID-19 pandemic. Finally, the Head of State asked the Prime Minister to ensure the permanent monitoring of the control of the opening and operation of training establishments for health professions. With regard to the social climate, the management and monitoring of internal affairs, the President of the Republic returned to the supervision of small-scale fishing and the development of fishing areas, underlining the primordial place that small-scale fishing occupies in the economic and social life of the country. In this regard, the Head of State asked the Prime Minister to see to the acceleration of the execution of projects for the modernization of artisanal fishing. The President of the Republic reiterated the need to intensify the development of landing and processing areas for fishery products, to promote the gradual renewal of the fleet of canoes with the use of fiberglass canoes as well as the reinforcement of programs providing fishermen with subsidized vests and outboard motors. Finally, the Head of State indicated to the Government the urgency of carrying out an inclusive reflection on the development, habitat and living environment of populations at the level of localities, fishing areas and sites and the urgency to finalize the preparation of the Presidential Council on Fisheries. In his communication, the Prime Minister returned to the monitoring of the coordination of government activity by evoking: the interministerial council on the preparation of the Pilgrimage to the Holy Places of Islam; the interministerial meeting on hospital projects; the interministerial meeting on higher education projects. IN RESPECT OF COMMUNICATIONS FROM MINISTERS the Minister of Foreign Affairs and Senegalese Abroad made a communication on the international situation; the Minister of Finance and Budget made a statement on the budget execution situation for the 1st quarter of 2023; the Minister of Agriculture, Rural Equipment and Food Sovereignty gave an update on the monitoring of the 2022/2023 groundnut marketing campaign and exports of horticultural products; the Minister of Economy, Planning and Cooperation gave a presentation on the Program for Accelerating Competitiveness and Employment (PACE); the Minister of Microfinance and the Social and Solidarity Economy made a presentation on the state of progress of the preparations for the World Forum of the Social and Solidarity Economy. UNDER LEGISLATIVE AND REGULATORY TEXTS The Council examined and adopted: the draft decree on the organization of the Ministry of Youth, Entrepreneurship and Employment.
