Council of Ministers of April 26, 2023 The Council of Ministers was held this Wednesday, April 26, 2023 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the beginning of his communication, the President of the Republic addressed his warm congratulations and presented his best wishes to the Islamic Umah, on the occasion of the celebration of Eid El Fitr (KORITE), marking the end of the month blessed with Ramadan, before formulating prayers with the whole Nation, for a Senegal of Peace, Prosperity and solidarity. Addressing the preservation of social stability and the dynamics of emergence of Senegal, the Head of State reaffirmed his availability and his commitment to consolidate dialogue and consultation with all the living forces of the Nation, according to formats and themes. indicated, with respect for the rule of law, the institutions of the Republic and democratic values. The President of the Republic also congratulated Mr. Abdoulaye Daouda DIALLO, previously Minister of State, Director of Cabinet of the President of the Republic, for his appointment as President of the Economic, Social and Environmental Council. Returning to the 5th general population and housing census (RGPH5) scheduled for May 15 to June 15, 2023 and which is a major activity on the Republican calendar, the Head of State recalled the role of this instrument for the knowledge of the characteristics of our demography and our habitat with a view to preventive land use planning, optimal planning of public policies, better targeting of interventions, but also the updating of national statistics and aggregates macroeconomics of the country. Consequently, the President of the Republic asked the Prime Minister and the Minister of the Economy, Planning and Cooperation to ensure the success of RGPH 5 through permanent management of the smooth running of this vast operation, which will deploy throughout the national territory, under the technical coordination of the ANSD with the 32,500 investigators and supervisors selected. To this end, the President of the Republic invited the Prime Minister to mobilize State services and adequate means, ensuring, through sustained communication and grassroots awareness, the strong involvement of the populations. Regarding the imperative of a new doctrine of maintenance and preservation of the road heritage, the Head of State mentioned the significant financial efforts made since 2012 and aimed at the construction of quality road and motorway infrastructures, as well as the development of production roads, strengthening the internal opening up of the country through the development of sustainable road transport. To this end, the President of the Republic asked the Prime Minister to ensure, with the ministers concerned, the regular maintenance of the road network classified according to a priority work program validated with controlled and secure budgetary financing. The Head of State notably recalled the importance of a good evaluation of the mechanisms for the collection and use of the Road Use Tax (TUR), an essential source of financing for the National Road Maintenance Program . The President of the Republic also asked the Government to optimize the interventions of State structures in terms of routine road maintenance, in order to sustainably preserve our national heritage of road infrastructure and access roads. To this end, the Head of State invited the Prime Minister to hold, with the involvement of all the stakeholders, an Interministerial Council on the maintenance and preservation of the road and motorway heritage and production tracks. Addressing the modernization of technical education and vocational training, the President of the Republic reminded the Government of the importance of promoting quality human capital and improving the employability of young people, who mainly spend by strengthening technical education, vocational training and apprenticeship in the national education system. In this regard, the Head of State urged the Prime Minister and the Minister in charge of Vocational Training to take all the necessary measures to: Accelerate the execution of projects for the construction of new departmental vocational training centers ; the commitment, according to a precise timetable, for the implementation of a national priority program, modernization and equipment of technical high schools and vocational training centers located throughout the national territory and particularly the tutorial rooms ; updating the allocation framework and the methods of payment of scholarships to learners enrolled in technical education and vocational training establishments. Finally, the President of the Republic asked the Prime Minister to organise, before the end of May 2023, in the presence of all the stakeholders, an Interministerial Council to review projects and reforms in technical education, Vocational Training and Apprenticeship, the conclusions of which will be validated by the Council of Ministers. With regard to the social climate, the management and monitoring of internal affairs, the Head of State returned to the following subjects: the operating principles of administrations and the continuity of public service: By recalling the important role of the Administration, which is the secular arm of the State, hence the need for it to embody public performance through the quality of services delivered to users, the commitment, dedication and loyalty of its agents. To this end, the President of the Republic reminded the Government of the significant improvements in the working environment and remuneration of all State employees noted in recent years. Thus, the Head of State asked the Prime Minister to take all the necessary measures to always ensure the continuity and quality of public service in all sectors, by scrupulously ensuring compliance, in all administrations, with the rules ethics that govern the exercise of any public function. To this end, the President of the Republic reminded the Prime Minister of the urgency of finalizing the new Code of Ethics in the public sector, paying particular attention to the principles and requirements of professional discretion which apply to certain special administrations, in particular Defense and Security, Justice, Territorial Administration, Taxes and Domains, Data Management and Information Systems. monitoring the consistent and effective implementation of reforms relating to the local civil service: with the evaluation of the actions of the National Center for Local Civil Service and Training, by the Prime Minister and the Ministers in charge of Local Authorities and Finance. In his communication, the Prime Minister returned to the follow-up of the coordination of governmental activity by evoking: the international economic forum of Rufisque; the interministerial meeting on the National Port Strategy; the interministerial meeting on the unification of information systems of public structures supporting entrepreneurship; the follow-up meeting of the foundations of women's entrepreneurship and women's empowerment. AS PART OF THE COMMUNICATIONS OF THE MINISTERS the Minister of Foreign Affairs and Senegalese Abroad made a communication on the political and security situations in Sudan; the Minister of Agriculture, Rural Equipment and Food Sovereignty gave a presentation on the monitoring of the 2022/2023 groundnut marketing campaign and exports of horticultural products; the Minister of Air Transport and Airport Infrastructure Development gave a presentation on aeronautical easements relating to air navigation aid facilities; the Minister of Labour, Social Dialogue and Relations with Institutions gave a presentation on the 2023 edition of preparations for Labor Day; the Minister of Tourism and Leisure made a presentation on development projects for tourist areas and coasts and hotel and tourist credit. UNDER LEGISLATIVE AND REGULATORY TEXTS The Board examined and adopted: Under the Ministry of Foreign Affairs and Senegalese Abroad: the draft law authorizing the President of the Republic to ratify the Convention on legal and judicial cooperation in between the Government of the Republic of Senegal and the Government of the State of the United Arab Emirates, signed in Abu Dhabi, on October 14, 2021; Under the Ministry of Local Authorities, Regional Planning and Development: the draft decree establishing and setting the rules for the organization and operation of the National Agency for Civil Status (ANEC). WITH RESPECT TO INDIVIDUAL MEASURES The President of the Republic has taken the following decisions: Mr. Abdoulaye Diouf SARR, Economist, is appointed Managing Director of the Sovereign Fund for Strategic Investments (FONSIS), replacing Mr. Pape Demba Diallo; Mr. Mamadou Babacar NDIAYE, Full Professor of Universities, is appointed Rector of the Iba Der Thiam University of Thiès; Gendarmerie Colonel Jean Bertrand BOCANDE, previously Director of Prison Administration, is appointed Director General of Prison Administration.
