Council of Ministers of December 07, 2022 The Council of Ministers was held on Wednesday December 07, 2022 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the beginning of his communication, the President of the Republic addressed his encouragement to the players of the national football team and to their technical management, following the "honorable" participation of the Lions in the World Cup. In this regard, the Head of State praised the commitment of State services, in particular the Ministry of Sports and the Ministry of Finance and Budget, as well as the mobilization of the Senegalese Football Federation and the all the supporters who, in a spirit of solidarity, accompanied the national team during its participation in the World Cup. Furthermore, the President of the Republic congratulated the team of the Kingdom of Morocco for its brilliant qualification for the quarter-finals of the World Cup. Addressing the densification of the university map and the development of higher education, the Head of State recalled the paramount importance given to this sector in the Emerging Senegal Plan, particularly in the context of the preparation, development and the development of national human capital. The President of the Republic sent his warm congratulations to the Minister of Higher Education, Research and Innovation, to the Rector of Amadou Makhtar Mbow University (UAM), to the faculty and students of this new establishment. which establishes the new city of Diamniadio as an international university center with its latest generation infrastructures. The Head of State took this opportunity to pay a vibrant tribute to Professor Amadou Mahtar Mbow, former Minister of National Education, former Director General of UNESCO, reference teacher and renowned academic, who dedicated, with generosity, his life to the development of education and culture in Senegal, in Africa and in the world. The President of the Republic thanked Professor Amadou Makhtar Mbow for kindly donating his library of 10,000 books to UAM. Therefore, the Head of State urges the university community to ensure the influence of this university through the quality of the training provided there, the dynamism of the research work carried out there, the maintenance of infrastructure and the preservation of the framework of life in the global environment of the emerging city of Diamniadio. In addition, the President of the Republic recalled the urgency of finalizing the Plan to increase the power of this second public university in the region - capital, Dakar, and to engage in a logic of optimization and specialization: (i ) the consistency, with the ISEP, of academic projects, training, human, material and financial resources; (ii) the labeling of campuses in terms of architecture, functionality, safety, living environment and accessibility by road services and public transport (bus and TER). The Head of State also asks the Prime Minister and the Minister of Higher Education, Research and Innovation to take all measures to ensure the installation in the best conditions of students and teachers. in the academic and social campuses of the UAM. Finally, the President of the Republic asked the Minister in charge of Higher Education to present to the Council of Ministers a monthly report on the academic and social situation in universities and public higher education establishments. Returning to the dynamics of decentralization and territorial dialogue, the Head of State recalled the irreversible option of the effective participation of the populations in national development in the Unity of the State and the consolidation of the Republic. The President of the Republic has asked the Government to consolidate the permanent and constructive dialogue with the local authorities, territorial branches of the State. In this spirit, the Head of State invited the Minister of the Interior and the Minister in charge of Territorial Collectivities to ensure, in a dynamic of sustainable reinforcement of the policies of deconcentration and decentralization, a rigorous application of the control of legality of the acts of local authorities and optimal management of the powers transferred by the State in relation to the public funds allocated each year. The President of the Republic asked the Minister of Territorial Communities to proceed with all the partners involved, to the evaluation of the level of mobilization and the sectoral impacts of the budgetary resources allocated to the Territorial Communities. The Head of State also pointed out the need to assess the skills and action of the departments, local authorities, nearly ten (10) years after their creation. Also, the President of the Republic indicated the urgency of emphasizing the training of territorial elected officials and professionalizing the trades in the territorial communities, with the assistance of the National Center for Territorial Civil Service and Training. The Head of State reminded the Minister of Territorial Communities of the imperative to stabilize, in each municipality, the list of official neighborhoods and to ensure, like the heads of villages, the reconsideration of missions, the enhancement of roles, as well as the reassessment of the allowances of district delegates in relation to the mayors. In this perspective, the President of the Republic informed the Council of his meeting scheduled for Sunday, December 11, 2022 with the territorial elected representatives of Senegal within the framework of the National Day of Decentralization, which will be marked by the renewal of the offices of the Association of Mayors of Senegal (AMS) and the Association of Departments of Senegal (ADS). On the social climate and the monitoring of internal affairs, the Head of State insisted on the following issues: the fight against violence against women: by reminding the Government of the fundamental place of women in political, economic and social and culture of Senegal.
