Council of Ministers Council of Ministers of January 04, 2023 Council of Ministers of January 04, 2023 The President of the Republic, His Excellency Macky SALL, chaired the Council of Ministers, this Wednesday, January 04, 2023, at the Palace of the Republic. At the beginning of his communication, the Head of State again presented his best wishes to the Government, to our compatriots and to foreign guests living in Senegal. The President of the Republic has invited the Government to make 2023 a year of peace, stability, solidarity and consolidation of Senegal's economic and social performance in the spirit of "fast track". Returning to his message to the nation of December 31, 2022, the Head of State recalled the need to intensify sectoral achievements in the dynamics of the Emerging Senegal Plan (PSE). The President of the Republic returned to the assessment of certain major achievements of the State, while indicating priorities for government action with regard to several sectors and ministries. To this end, the President of the Republic has asked the Prime Minister, on the basis of the orientations and evaluations of the programs and projects carried out or in progress, to propose a government action plan for the year 2023 which will be examined and validated by the Council of Ministers. Consequently, the Head of State recalled the need to ensure the optimal execution of the finance law for the year 2023, in particular ministerial programs and to anticipate all procurement procedures in accordance with the new Code entered into force. In addition, the President of the Republic indicated to the Government the urgency of finalizing the legislative and regulatory agenda for the year; to plan and prepare the usual inter-ministerial councils; and to plan the execution, to date, of the regional priority investments resulting from the Presidential Councils and Councils of Territorial Ministers. The Head of State recalled the marker of the Government's action with a strong social orientation by focusing on the fight against the high cost of living, the reduction in rents, the strengthening of national solidarity and the acceleration of the implementation of social and territorial equity programs (family security grants, universal health coverage, universal access to water and electricity, opening up, economic empowerment of women, PUDC, PUMA, PROMOVILLES, urban and rural PACASEN, etc.). To this end, the President of the Republic reminded the Government of the imperative to ensure the payment, from January 2023, of family security grants (revalued by 10,000 FCFA and increased to 35,000 FCFA per quarter) to the families concerned. In this spirit, the Head of State asked the Government, in this new year to maintain youth, employment, entrepreneurship and integration as essential social emergencies. Thus, the President of the Republic urged the Prime Minister to ensure optimal coordination of the implementation of the "XEYU NDAW NI" program, particularly in its training components, special recruitments, financing of the DER/FJ and functionality of the Youth and Women's Employment and Entrepreneurship Centers in the departments. Addressing the acceleration of the realization of priority presidential projects, the President of the Republic asked the Government to have a special attention on the follow-up of: the finalization of the works of the BRT; Phase II of the TER (Diamniadio-AIBD); the main hospital polyclinic; the effective launch of the works of the multifunction port of Ndayane; Le Dantec, Tivaouane and Saint Louis hospitals; completion of the Mbour Fatick-Kaolack highway; the launch of the Thiès-Tivaouane Saint-Louis motorway; airport works in approved localities. In this landmark year for the oil and gas sector, with the start of the exploitation of national hydrocarbon resources, the Head of State informed the Council of the forthcoming convening of a COS-PETROGAZ (Council of orientation on oil and gas) in order to assess the situation on oil and gas projects and their short, medium and long-term impacts on the economic and social life of Senegal. Returning to the strengthening of the State of proximity with the notable results of the economic tours and the councils of the territorialized ministers, the Head of State reiterated his thanks and congratulations to the populations of the region of Tambacounda for their warm welcome and their mobilization. exceptional. The President of the Republic also congratulated the Minister of Livestock and the actors of the sector for the success of the National Livestock Day organized in Tambacounda. The Head of State reiterated his congratulations and encouragement to the Territorial Administration for the good organization of his economic tour carried out with the Government, from December 26 to 30, 2022, which ended up confirming the imperative of managing proximity to the economic and social emergencies of the areas visited. At the same time, the President of the Republic asked the Prime Minister and the sector ministers to speed up - through regular visits and daily monitoring in the field - the execution of public projects in the regions, in conjunction with the representatives of the State, local authorities and national elected representatives. The Head of State recalled the need to consolidate a dynamic and efficient territorial State with the territorial actors by the exhaustive control of the projects deployed in the territories on the initiative of the State or non-State structures. To this end, the President of the Republic has asked the Government to prepare the launch as soon as possible of a vast national program for the construction and rehabilitation of buildings and public buildings housing the decentralized services in the administrative districts. Closing this subject, the Head of State informed the Council of the holding of Presidential Councils and Territorialized Councils of Ministers, in February 2023, respectively in the regions of Thiès and Sédhiou. Addressing the social climate and the monitoring of internal affairs, the President of the Republic insisted on the following points: the groundnut marketing campaign, the extension of irrigated areas and the protection of rice plots against grain-eating birds: by asking the Minister of Agriculture, Rural Equipment and Food Sovereignty to engage the means required to intensify the fight against grain-eating birds that threaten rice-growing areas in the Senegal River valley. The Head of State also invited the Minister of Agriculture to speed up the development (by SAED and SODAGRI) of new irrigated areas in the Senegal River delta and at the level of Anambé to a first overall assessment of the groundnut marketing campaign; the supervision of activities related to concrete reinforcement and scrap metal: by asking the Prime Minister and the Minister in charge of Trade to bring together national players and private companies operating scrap metal in order to ensure adequate supervision exports and strict regulation of the collection and marketing activities of this emerging economic sector in Senegal. The President of the Republic also asked to pay particular attention to the quality of concrete reinforcement with systematic control activities of industries on compliance with standards, in particular diameter, length and marking; the acceleration of the management of the files of people admitted to assert their rights to a retirement pension: by inviting the Government to take all appropriate measures for the timely instruction of the files of retired people with a view to the liquidation immediate pensions at the level of IPRES and the National Retirement Fund (FNR). The Head of State reminded the Prime Minister of the need to initiate a reflection on the pooling of pension systems for an evolution towards a National Pension Fund. On his diplomatic agenda and the monitoring of cooperation and partnerships, the President of the Republic recalled the need to ensure the proper conduct of the preparatory process for the Summit on Agriculture (Dakar II) that Senegal is co-organizing with the AfDB from January 25 to 27, 2023 and on the execution of the "Smart Senegal" project. In his communication, the Prime Minister returned to the monitoring of government activity by mentioning: the territorialized Presidential Council of Tambacounda; the execution of the 2023 Finance Law; the ministerial meeting on the energy sector; meeting with representatives of civil society. IN RESPECT OF COMMUNICATIONS FROM MINISTERS the Minister of Foreign Affairs and Senegalese Abroad made a communication on the international situation; the Minister of Agriculture, Rural Equipment and Food Sovereignty gave a presentation on the monitoring of the 2022/2023 groundnut marketing campaign; the Minister of Higher Education, Research and Innovation made a statement on the academic and social situation of universities and other public higher education establishments as of December 31, 2022; the Minister of Health and Social Action made a presentation on the resurgence of COVID 19 cases in the world and the review of national pandemic response strategies in Senegal.
