Council of Ministers of March 1, 2023 The Council of Ministers was held on March 1, 2023 at Sédhiou Town Hall, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the beginning of his communication, the President of the Republic addressed his sincere thanks to the territorial authorities and the populations of the region of Sédhiou, for the exceptional welcome which was reserved for him within the framework of his economic tour. The Head of State returned to the inaugurations of the Marsassoum Bridge called "Famara Ibrahima SAGNA Bridge", the Amadou Tidiane BA Regional Hospital, the Tannaf Power Plant (OMVG), the Vocational Training Center in Agroforestry and the laying of the first stone of the Maison de la Jeunesse et de la Citoyenneté in the department of Bounkiling, the launch of the regional phase of the Special Program for opening up, with the completion of the Pakao loop (on the Karantaba, Kolibantang, Saré Tanné), among other activities which will be supplemented by meetings with elected officials, religious and traditional leaders, young people and women. Therefore, the President of the Republic reaffirmed the primordial place of the Sédhiou region in the territorialisation of public policies from the strengthening of the role of the departments in the planning and sustainable development of the territories, in accordance with Act III of Decentralization and the Emerging Senegal Plan (PSE). The Head of State recalled the importance of this inclusive exercise which led to the consensual finalization of a Regional Priority Investment Program (PIP) over the period 2023-2025 for an amount of 400 billion CFA francs, for an "economic take-off of Sédhiou", following the adoption during this Council of Ministers of the following nineteen (19) decisions: the strengthening of the security network and the modernization of the border localities of the region ; the acceleration of the complete opening up of the region with, in particular, the construction of the Pakao loop (Karantaba-Kolibantang - Saré Tanné axis) and the Boudié loop (2nd phase), the programming of the construction of bridges (Temento- Bambali (known as Balla Moussa DAFFE), Diopcounda, etc.), the improvement of river transport conditions and support for the renewal of transport vehicles; the consolidation of the agricultural vocation of the Sédhiou region and its place in Senegal's food sovereignty by relaunching the activities of the Community Agricultural Domain (DAC) of SEFA, the extension of hydro-agricultural developments through the new Economic Development Program of Casamance (PDEC), the establishment of companies for the intensification of agricultural production (SIPA) and the strengthening of producers, in terms of agricultural equipment and production storage and processing units; the development of regional livestock and livestock, through the intensification of the fodder crops program, the Stable Fund, vaccination and artificial insemination campaigns; the sustainable development of livestock routes and controlling the wandering of animals; promotion of the Sédhiou region as a national hub for aquaculture and fish farming; and the acceleration of the functional acceptance of the modern Goudomp fishing wharf (to be equipped with a complex and three (3) refrigerated trucks); and the installation of a central fish market in Sédhiou; the development of a special component of the Agropole Sud in Sédhiou, to accelerate the industrialization of the region and the creation of local jobs; the commitment, as soon as possible, to the implementation of a vast program of construction and rehabilitation of buildings and public buildings (construction of administrative spheres housing Governance, Prefectures, Sub-prefectures, and State services …); the acceleration of the development of town planning master plans, as well as the development of the 100,000 housing project in the region with the involvement of SN HLM and private real estate companies; the accentuation of the actions of the Waste Management Modernization Program (PROMOGED) in relation with the municipalities; the commitment to the priority renewal of boreholes, water towers and hydraulic networks in localities in the region and the expansion of municipal sanitation projects; the programming, from 2023, in a first emergency phase, of the development of PROMOVILLES in Goudomp, Bounkiling and Marsassoum (at least 5 km per municipality) with possibilities of extension in all the other municipalities of the region; accelerating the electrification of localities in the region through PUDC, PUMA, SENELEC and ASER; and the endowment of each municipality in the region with 300 solar street lights; strengthening the region's coverage of telecommunications services (telephone, internet); the commitment to the rehabilitation of the Sédhiou-Diendé Aerodrome to standards and the development, with the support of the State through hotel credit, of tourism in the region by the commissioning of hotel and tourist establishments in scale, particularly in Sédhiou, Goudomp and Bounkiling; the acceleration of the construction of a Youth and Citizenship Center in each department (Sédhiou, Bounkiling and Goudomp) and the completion, as soon as possible, of the Municipal Stadium and the Regional Stadium of Sédhiou and the programming of the construction of the departmental stadiums of Goudomp and Bounkiling; the finalization of the work of the Lycée d'Excellence de Sédhiou and the construction of the ISEP de Sédhiou as well as the acceleration of the construction of classrooms, colleges and high schools in a logic of optimization of the school map and reduction of temporary shelters, as well as support for Daaras in the region based on precise mapping; the construction of a vocational training center in each department (Sédhiou, Bounkiling and Goudomp); the intensification of 3FPT training and DERFJ funding in each department and the special recruitment of XEYU NDAW NI with at least 100 additional young people per department; the construction of Women's Houses; the development of crafts with the creation of craft villages and craft areas in Sédhiou, Goudomp and Bounkiling, the preservation and enhancement of the historical heritage, cultural potential and ecosystems (forests, waterways and natural reserves) of the region ; the programming of works for the recovery of salty land in the valleys and the regular dredging of the Casamance River; the strengthening of health structures in the region in terms of human resources, medical equipment and ambulances, in complementarity with the Amadou Tidiane BA regional hospital in Sédhiou and the continuation of the process of erecting the health centers of Goudomp and Bounkiling in level EPS 1 and the creation of health centers in Marsassoum and Tanaff; the implementation of a special support and/or modernization program for religious cities and places of worship in the region; Following the validation of this program, the President of the Republic asked the Prime Minister to ensure the optimal implementation of the Program indicated, at the level of each ministry, in relation with the Governor of the region and the presentation of a monthly evaluation report of the state of execution of State commitments in the regions, in the Council of Ministers. Returning to the celebration of the International Day of Civil Protection on March 1 of each year, the Head of State addressed the strengthening and modernization of the governance of this sector by reiterating its importance with in particular the security of buildings and other establishments open to the public, as well as the section dedicated to securing the rights-of-way of service stations, sanitation, hydraulic, electrical and hydrocarbon transport networks.... In this regard, the President of the Republic recalled the need to update the Emergency Organization Plan (ORSEC) and to bring it into line with all the other State sectoral intervention instruments in this area. To this end, the Head of State reminded the Minister of the Interior and the Minister attached to the Minister of the Interior in charge of Local Security and Civil Protection, of the urgency of initiating the implementation of the national Civil Protection strategy which must be validated by the Council of Ministers before the end of March 2023. Addressing the social climate, the management and monitoring of internal affairs, the President of the Republic insisted on the following subjects: the 2023 edition of the Daaka of Medina Gounass: by asking the Government to take all appropriate security, health and logistical measures to accompany the faithful installed on the sites of the spiritual retreat in the best conditions; urgent measures to safeguard the falémé and the polarized areas: by asking the Minister of the Interior, and the Ministers in charge of Water, Agriculture, the Environment and Fisheries to carry out, under the supervision , the Prime Minister, urgent actions for the sustainable preservation of the Falémé ecosystems, the health and activities of the local populations; the preparation of the international day of women's rights which will be celebrated on March 08: by reaffirming its support for women in the context of the fight against gender-based violence, but also in the promotion of their economic empowerment with the optimization, for better efficiency with regard to the targets, of operational framework and financing mechanisms, the databases of which must be consolidated into a single national file. To this end, the Head of State asked the Minister of Women, Family and Child Protection to ensure the proper organization of this edition throughout the national territory. In his communication, the Prime Minister reported on the follow-up of government activity which focused on: the decisions taken by the Presidential Council territorialized on the region of Sédhiou; the interministerial meeting on Air Senegal; the discussions with the health unions ; IN RESPECT OF COMMUNICATIONS FROM MINISTERS The Minister of Infrastructure, Land Transport and Accessibility made a communication on the Program for the renewal of the fleet of public passenger transport vehicles; The Minister of Higher Education, Scientific Research and Innovation made a communication on the Franco-Senegalese campus, the supercomputer, the orientation of new graduates; The Minister of Town Planning, Housing and Public Hygiene made a communication on the progress of the 100,000 housing project The Minister of Community Development, National Solidarity and Social and Territorial Equity made a presentation on the Family Security Grants program; The Minister of Women, Family and Child Protection made a presentation on the celebration of International Women's Day, as well as the Assizes of Women's Entrepreneurship and Women's Empowerment scheduled for March 7 2023; IN RESPECT OF LEGISLATIVE AND REGULATORY TEXTS The Council examined and adopted: the draft law on the Town Planning Code; the bill on the Construction Code; the draft decree establishing and setting the rules for the organization and operation of the National Commission for the regulation of rent for leases for residential use; WITH RESPECT TO INDIVIDUAL MEASURES The President of the Republic has taken the following decisions: Mr. Magatte NDIAYE, Full Professor of Universities, is appointed Rector of Gaston Berger University of Saint-Louis (UGB); Mr. Momar NDAO, Commercial Engineer, holder of a Master's degree in Regulatory Law, previously Technical Advisor to the Presidency of the Republic, has been appointed Chairman of the National Commission for the Regulation of Rents for Residential Leases (CONAREL) at the Ministry Trade, Consumer Affairs and SMEs, vacant post; Mr. Malang Seyni FATY, Teacher, is appointed Chairman of the Board of Directors of the National Geological Service of Senegal at the Ministry of Mines and Geology, vacant post; Mr. Idrissa BALDE, Teacher-Researcher, Lecturer at the Gaston Berger University of Saint Louis, has been appointed Executive Secretary of the National Commission for the Regulation of Rents for Residential Leases, vacant post; Mr. Mademba GUEYE, Magistrate, is appointed Director General of the Judicial Training Center at the Ministry of Justice, replacing Mr. Amadou BAL called to other functions; Mr. El Hadji Babacar DIOP, Magistrate, is appointed Director of Judicial Services at the Ministry of Justice, replacing Mr. Abdoulaye NDIAYE called to other functions; Mr. Abdoulaye NDIAYE, Magistrate, is appointed Director of Local Justice and Promotion of Access to Law at the Ministry of Justice, replacing Mr. Mademba GUEYE called to other functions; Mr. Ousseynou GUEYE, Computer Engineer, has been appointed Director of Dematerialization and Automation of Judicial Services at the Ministry of Justice, replacing Mr. Abdoul Aziz WANE; Are appointed Full Professor at the Faculty of Science and Technology of the Cheikh Anta Diop University of Dakar, from October 1, 2021: Fabé Idrissa BARRO, specialty: Physics / Solar energy.
