Council of Ministers of March 08, 2023 The Council of Ministers was held on Wednesday March 08, 2023 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the start of his communication, the President of the Republic hailed the success of his economic tour carried out from February 27 to March 4, 2023, in the Sédhiou region. Appreciating this historic visit, in the middle Casamance, the Head of State reiterated all his congratulations to the populations, the administrative authorities, the elected officials, the religious and customary leaders and all the living forces of the region who undertake, alongside the State, for the timely implementation of the presidential decisions reflected in the Priority Investment Program 2023-2025, validated for an amount of 400 billion FCFA. The President of the Republic then mentioned his participation, on Saturday March 04, 2023, in the opening ceremony of the 2023 edition of the Daaka of Medina Gounass. The Head of State wished to express his sincere thanks to the Caliph, Thierno Amadou Tidiane BA, for his warm welcome and the prayers expressed with the faithful for peace, stability and economic and social progress in Senegal. The President of the Republic asked the Government to continue the efforts made in terms of development and equipment of the municipality of Medina Gounass, a local authority which is experiencing accelerated urban development. Addressing the celebration of International Women's Rights Day, the President of the Republic took the opportunity to pay a vibrant tribute to women and reaffirmed his attachment to the well-being and promotion of women and young girls. It is in this spirit of satisfaction and encouragement that the Head of State hailed the organization, on March 07, 2023, under his presidency, of the first national meetings of women's entrepreneurship and the economic empowerment of women. The President of the Republic particularly congratulated Madame Fatou DIANE GUEYE, Minister for Women, Family and Child Protection, and thanked the women's organizations for the exceptional mobilization and collective advocacy, thus accelerating the dynamic of empowerment economics of women. To this end, the President of the Republic asked the Prime Minister to diligently examine the recommendations made during the meeting, with a view to the rapid deployment of new measures aimed at strengthening the place of women in the emergence of Senegal. through the consolidation of a united female entrepreneurship, creator of wealth and jobs. Continuing his communication, the Head of State insisted on the protection of consumers and the quality of consumption. In this regard, he asked the Government to ensure the rigorous application of approved prices on the markets. In the same vein, the Head of State invited the Prime Minister to present an initial assessment of the implementation of the National Strategy to combat the high cost of living with the various consensual measures adopted at the end of the national consultations devoted by a Presidential Council. Seizing the context of Lent and the upcoming advent of the month of Ramadan, the President of the Republic asked the Government to ensure the correct supply of the markets with foodstuffs and essential products (sugar, milk, rice, flour, oil.) , and to avoid any price speculation. In view of the celebration, on March 15, of World Consumer Rights Day, the Head of State congratulates all consumer associations and highlights their decisive contribution to the proper appropriation of public policies. Addressing the social climate and the monitoring of internal affairs, the President of the Republic insisted on the following subjects: the exceptional revision of the electoral lists: by asking the Minister of the Interior, Minister in charge of elections, to accomplish, in accordance with the decree n° 2023-464 of March 07, 2023, all the diligence necessary for the smooth running of the exceptional revision of the electoral lists for the presidential election of February 25, 2024, on the national territory and abroad for the vote of Senegalese abroad; the qualification of the U 20 Lions for the final of the African Cup of Nations edition 2023 which takes place in Egypt: by congratulating the Minister of Sports, the Senegalese Football Federation, the players of the national team and their management for the Senegal's brilliant qualification for the final phase of this competition. In his communication, the Prime Minister returned to the follow-up of the coordination of governmental activity by evoking: the evaluation of the recommendations of the national foundations of women's entrepreneurship and women's economic empowerment; the state of execution of the commitments resulting from the Councils of Ministers relocated to Tambacounda and Thiès; the meeting with the health unions. IN RESPECT OF COMMUNICATIONS FROM MINISTERS the Minister of Foreign Affairs and Senegalese Abroad made a communication on the international situation; the Minister of Agriculture, Rural Equipment and Food Sovereignty gave a presentation on the agricultural marketing campaign; the Minister of Women, Family and Child Protection made a presentation on the International Day of Women's Rights and the recommendations of the National Conference on Women's Entrepreneurship and Women's Economic Empowerment. UNDER LEGISLATIVE AND REGULATORY TEXTS the draft law on the control of test and study laboratories in the building and public works sector (BTP); the draft decree setting the rules for the organization and operation of the National Sanitation Office of Senegal (ONAS); the draft decree setting the rules for the organization and operation of the Office des Lacs et Cours d'eau (OLAC); the draft decree establishing the Sédhiou regional payroll treasury; the draft decree establishing the Regional Payroll Treasury of Tambacounda; the draft decree establishing the Regional Payroll Treasury of Matam; the draft decree establishing the Kaffrine regional payroll treasury. WITH RESPECT TO INDIVIDUAL MEASURES The President of the Republic has taken the following decisions: Mrs. Mame Diarra DIOUF, Specialist in Marketing and Commercial Management, is appointed Director of Leisure, replacing Mrs. Astou BEYE, called to other functions; Mrs. Nicole Olga Edith MANSIS, Engineer, previously Technical Advisor to the Office of the Minister of Microfinance and Social and Solidarity Economy, is appointed Director General of the National Microfinance Fund, replacing Mr. Amadou Boudia GUEYE, called to other functions ; Mr. Mohamet DIOP, Doctor in Economics, is appointed Director of Strategies and Prospective at the Ministry of Microfinance and Social and Solidarity Economy; Mr. Amadou Aliou SARR, Expert in Microfinance, is appointed Director of Microfinance and Financial Inclusion; Mr. Ousmane SALL, Professor and Researcher, has been appointed Full Professor, IT specialty: Semantic Web option at the Cheikh Hamidou KANE Digital University.
