At the beginning of his communication, the Head of State evoked the dynamics of emergence of the social and solidarity economy on the occasion of the holding in Dakar of the 6th edition of the World Forum on the social economy and solidarity on the theme: "the transition from the informal economy to collective and sustainable economies for the territories". The President of the Republic hailed the successful organization of this important international event which has made Dakar the international capital of the social and solidarity economy. In this respect, the Head of State congratulated the Minister of Microfinance and Social and Solidarity Economy, Mrs. Victorine Anquediche Ndèye, the Mayor of the City of Dakar, Mr. Barthélemy Toye DIAS, and all the organizers and participants who ensured the success of this major event. The President of the Republic reiterated his ambition to make the social and solidarity economy a catalyst for economic transformation and a factor of social inclusion and national solidarity. The Head of State thus initiated the "Social and Solidarity Economy PES" to make the sub-sector an instrument for promoting entrepreneurship, decent employment for young people, the economic empowerment of women and sustainable human development. In this respect, the President of the Republic recalled the need for the Government to accentuate the popularization of the opportunities offered by the orientation law n ° 2021-28 of June 15, 2021 relating to the social and solidarity economy and its texts. of application, taking into account, on the one hand, the existing public framework and financing programs and mechanisms and, on the other hand, our traditional modes and values of solidarity and mutual aid. In this momentum, the Head of State urged the Prime Minister to strengthen the coherence and complementarity of public actions (and those developed by local authorities and civil society) in order to ensure effective targeting of interventions and optimization resources and execution of funded sector projects. In the same spirit, the President of the Republic indicated the urgency of an evaluation of the activities of microfinance structures, mutual savings and loans in particular, and of the rates practiced by the Decentralized Financial Systems (SFD) in link with the deployment of the national financial inclusion strategy. Thus, the Head of State asked the Prime Minister and the Minister of Social and Solidarity Economy to take all appropriate measures for the forthcoming installation of the National Council of Social and Solidarity Economy, a framework for inclusive dialogue for stimulate the sustained development of the sub-sector. Finally, the President of the Republic informed the Council of his decision to establish, each year, a fortnight of Social and Solidarity Economy with the involvement of all stakeholders. Returning to the support of the State and the private sector for the development of the fight, the Head of State informed of the audience he granted on May 08, 2023 to the representatives of the great family of the actors of the fight, led by the President of the National Management Committee (CNG), to remind the Government of wrestling's status as popular national sport par excellence and its essential role in promoting our culture and the development of populations. On this subject, the President of the Republic asked the Prime Minister to finalize, in liaison with the CNG, the status of the National Arena and its mode of management to ensure the sustainable maintenance of the sports infrastructure. In addition, the Head of State invited the Prime Minister to step up assistance and support to those involved in the fight through the development of sponsorship of events by private companies and certain public companies and structures. In this momentum, the President of the Republic indicated to the Government, to the Minister in charge of finance in particular, the urgency of setting up a Wrestling Promotion Fund to stimulate the development of the discipline. In the same dynamic, the President of the Republic asked the Minister in charge of the Economy to ensure the implementation at the level of FONGIP of guarantee lines, in the amount of 500 million FCFA to promote, at the initiative of the promoters, the regular organization of fights, with a view to establishing the emergence of a real economy around wrestling. In addition, the Head of State asked the Minister in charge of Community Development, National Solidarity and Social and Territorial Equity to support the establishment, before the end of June 2023, of a Mutual Health Insurance for those involved in the struggle. The President of the Republic has also asked the Ministers in charge of Agriculture and Urbanism to speed up the establishment of the housing cooperative of the actors in the fight in order to facilitate access to property. land and real estate of the members. Moreover, the Head of State underlined the importance he attaches to support for wrestling schools and stables which are estimated at 152 currently and bringing together more than 10,000 young people, through appropriate measures. professional training with the 3 FPT, apprenticeship, financing of projects and income-generating activities with the DER/FJ. The Head of State asked the Prime Minister and Minister of Sports to monitor the effective application of these decisions. Addressing the monitoring-evaluation of the implementation of the "XEYU NDAW NI" program, the President of the Republic congratulated the Prime Minister and the Minister of Youth, Entrepreneurship and Employment for the significant results achieved by the "XEYU NDAW NI" Program with, to date, 80,233 jobs created on a basic objective of 65,000 special recruitments, including 14,000 training courses under the State-employers agreement, 141,000 beneficiaries of funding injected by the DER/FJ and 31,000 training conducted by the 3FPT. In this perspective, the President of the Republic asked the Prime Minister and the Minister of Youth, Entrepreneurship and Employment to continue in the regions and departments, the process of sharing, evaluation and extension towards new targets of the Emergency Program for the socio-economic integration and employment of young people. Regarding the consolidation of efforts to modernize civil status, the Head of State recalled the important role played by civil status in strengthening citizenship and the effectiveness of public policies. He also welcomed the significant progress made by the Government, with the assistance of its partners, to modernize and improve the management of civil status in Senegal. The Head of State welcomed the creation of the National Agency for Civil Status (ANEC) and asked the Minister of Territorial Communities to take all the necessary measures, in conjunction with the municipalities, in order to speed up the optimal implementation of the National Strategy for the Modernization of Civil Status, ensuring the full digitization of procedures and documents, raising public awareness, as well as ongoing training for the elected officials and administrations concerned. On the social climate, the management and monitoring of internal affairs, the Head of State returned to the following subjects: the preparations for the 135th edition of the Marian pilgrimage to Popenguine: by asking the Government to take all security and logistics required, in conjunction with the organizers, for the smooth running of the processions and celebrations (at the level of the new modern sanctuary) planned for this national event which mobilizes thousands of faithful, young people in particular; the development and regulation of the cashew sector: by asking the Prime Minister and the Ministers in charge of Agriculture, Trade, Land Transport, Industry to implement, in conjunction with the cashew interprofession, and the DER/FJ, a mechanism for protecting and supporting the cashew sector, with a view to its contribution to the emergence of the Agropole Sud, the preservation of ecosystems, the economic development of production areas and the job creation in polarized localities. In his communication, the Prime Minister returned to the follow-up of the coordination of government activity by evoking: the day of exchanges with young people on the program "XËYU NDAW ÑI"; the meeting on the water situation in the Tambacounda region and on the pricing system; the interministerial council on the preparation of Tabaski 2023; the meeting with a delegation from the House of Representatives of the United States of America; the meeting with the IMF mission; the meeting on the recruitment of workers in the context of circular migration. AS PART OF THE COMMUNICATIONS OF THE MINISTERS the Keeper of the Seals, Minister of Justice made a communication on the periodic reports of Senegal on the implementation of the African Charter on Human and Peoples' Rights; the Minister of Foreign Affairs and Senegalese Abroad gave a presentation on the international situation; the Minister of Agriculture, Rural Equipment and Food Sovereignty gave an update on the preparation of the 2023-2024 agricultural campaign and the monitoring of horticultural exports. IN RESPECT OF LEGISLATIVE AND REGULATORY TEXTS The Board examined and adopted: the draft decree on the organization of the Ministry of Tourism and Leisure; the draft decree setting the terms of cooperation of local authorities; the draft decree creating and setting the rules for the organization and operation of the National Furniture Project. WITH RESPECT TO INDIVIDUAL MEASURES The President of the Republic has taken the following decisions: Mr. Abdoulaye DIOUF, developer - planner, previously Director of Sustainable Urban Development and Planning at the Ministry of Town Planning, Housing and Public Hygiene, was appointed Director General of Town Planning and Architecture, vacant post.
