Message to the nation on the occasion of the new year My dear compatriots, foreign guests who live among us, On the threshold of the new year, I am happy to address you to present my wishes to you. This evening, while the Catholic community is in mourning, with the call to God of His Holiness, Pope Emeritus Benedict XVI, I would first like to join my thoughts to yours, in remembrance of the loved ones who have left us. I pray with you that they rest in peace. To our patients, I express my compassion and my wishes for a speedy recovery. The year 2022 ends as it began. The impact of the pandemic and a major war indeed continues to upset all forecasts and keep the economy in its worst recession since the Second World War. Despite this difficult situation, where many countries are in stagnation or recession, our economy remains resilient. The World Economics ranking, which is authoritative in terms of statistical data, recognizes Senegal as the country with the most regular growth over the decade 2011-2021. This year, our budget deficit has narrowed. Our growth rate, established at 4.8%, should reach an unprecedented level of 10% in 2023, with the start of exploitation of our oil and gas resources. Our domestic revenue increased by 23% during the year 2022, thanks to the good performance of our financial departments which achieved a more than satisfactory collection rate of 90% compared to the objective set. These efforts have given us more budgetary autonomy, allowing us to cover 85% of the State's internal public expenditure. In the same spirit of good governance of public affairs, the use of the Court of Auditors' report on the financial management of the COVID-19 pandemic will follow its course in accordance with the relevant legal and regulatory provisions. My dear compatriots, In a particularly difficult global context, marked by a general rise in prices, I wanted to make 2022 a social year, dedicated to protecting the purchasing power of households. This is the meaning of the measures relating to: the substantial increase in wages for a cumulative amount of 236 billion FCFA; subsidizing the prices of fuel, gas and basic necessities for more than 750 billion; the renunciation, by the State, of 157 billion tax receipts on imported products such as rice, wheat, corn, sugar and oil, in order to avoid their increase in price for the consumer; finally, direct support for 543,000 vulnerable families by money transfer for more than 43 billion. Added to this are the decisions resulting from national consultations on the fight against the high cost of living, aimed at containing the inflationary trend in prices, including rent. I would like to thank all the economic players and other driving forces of the nation who have contributed to the success of this exercise in national solidarity. The social protection effort will be reinforced in 2023 with the mobilization of more than 450 billion in subsidies for food and energy products. Those concerning fuel and electricity will however be adjusted and better targeted in favor of the most needy social groups. In addition, family security grants will be increased from 25,000 CFA francs to 35,000 CFA francs per quarter and extended to new beneficiaries on the basis of vulnerability criteria. That is to say, my dear compatriots, that the Government remains in the time of action, of social sensitivity by monitoring, listening and proximity; but also of the economic offensive. In short, Senegal has now moved from a state of poverty to a state of emergence. The fight for food sovereignty remains a primary objective. Thus, in three years, the budget for the agricultural campaign has doubled, from 40 billion FCFA in 2019 to more than 80 billion in 2022, to support producers with seeds, fertilizers and agricultural equipment. This year again, thanks to the intensification of our efforts and abundant rainfall, the harvests are satisfactory, with more than 3.6 million tonnes for cereals and 1.5 million respectively for groundnuts and horticultural products. We will do even better with the new hydro-agricultural developments underway, better water control and the progressive development of Agropoles, Community agricultural estates and Naatangué and Waar-Wi farms. As part of the modernization of the agricultural sector, I am delighted to announce the forthcoming acquisition of several materials and equipment, including tractors, combine harvesters, irrigation kits, storage warehouses and cold rooms. My dear compatriots, Despite the crisis, we are resolutely pursuing our infrastructure projects, because there can be no emergence without basic infrastructure. This year, we completed emblematic projects, such as the first phase of the TER, the Abdoulaye Wade stadium, the Nelson Mandela Foundiougne and Marsassoum bridges, the Keur Massar flyover, the Tambacounda-Goudiry-Kidira highways, and Louga -Dahra, among others. A total of 60 infrastructure projects are currently underway, involving the national private sector and an intensive workforce. These include, among others: the BRT line between Guédiawaye and Dakar; the 2nd phase of the TER, between Diamniadio and AIBD; the Daandé maayo road; the Kidira-Bakel axis; the North Dakar-Tivaouane-Saint-Louis highway, work on which will start in 2023 in line with the renewed traffic linked to the exploitation of our hydrocarbons; the Connectivity Program for Agricultural Production Zones, in the regions of Kaffrine, Kaolack and Thiès, for which the financial package is complete; and the Special Program for Opening up, a vast five-year project which has already started to build 2,850 km of roads, as well as engineering structures in rural and urban areas. Ultimately, this Program will mobilize 60 national companies and generate 50,000 jobs. Added to this are the specific territorial equity projects carried out by the PUDC, the PUMA and the PROMOVILLES, for a complete network of the country in tarred roads, motorized tracks, hydraulic and electrical infrastructures. It is all these efforts that have raised our country to 8th place in the Global Economy ranking of the best road and highway networks in Africa, out of 38 countries assessed. We have the same performance ambition for the strategic mining and energy sectors in accordance with our commitments under the Extractive Industries Transparency Initiative (EITI). The EITI Board thus recognized last October that Senegal has "achieved a very high score in the implementation of the EITI following its second Validation", with the transparent online publication of mining contracts. , oil and gas, all accessible to the general public. I am happy to announce that good prospects are ahead of us to achieve universal access to electricity as soon as possible. In view of our first productions in 2023, our country joined the Organization of African Petroleum Producing Countries last November in order to defend its interests within the framework of African solidarity. This project will be followed by that of seawater desalination on the Grande Côte, for 300,000 m3 per day, expandable to 400,000 m3, in order to cover the needs of Dakar, Thiès and Mbour. In 2023, we will launch the surface water exploitation project in the Nanija Bolong basin, in the Department of Koungheul; i.e. 46 million m3 per year, to develop 12,000 hectares and stop the advance of salt water. Funding of 156 billion FCFA will also be mobilized for the first phase of the ambitious Project to Strengthen the Resilience of Ferlo Ecosystems (the PREFERLO), which consists of transferring 680 million m3 per year from Lake Guiers to the Ferlo area. , on a linear of 214 km, between Keur Momar Sarr and Ranérou. In the same dynamic of social inclusion and territorial equity, the DER/FJ, which currently has 205,000 beneficiaries, continues its deployment throughout the country, to finance, advise and support women and young people with projects. I particularly want the DER/FJ to ensure that its procedures and methods of intervention are made more flexible in order to better adapt to the needs and realities of its targets. Similarly, the State will further support urban cultures with increased resources from the new Fund for the Development of Urban Cultures and Creative Industries. The Government also remains committed to health for all. Thus, after the inaugurations of the hospitals of Sédhiou, Kaffrine Kédougou, Touba and Agnam, other construction sites of public health establishments are underway in Tivaouane, Ourossogui and Saint-Louis. Work on the polyclinic of the Principal hospital is continuing, as is the construction of the Aristide Le Dantec hospital and that of the Diamniadio National Oncology Center for the treatment of cancer. At the same time as we invest in health structures and their human resources, it is imperative that we reform and improve the governance of the sector, in order to make it more efficient and more transparent. This is why I asked for a full digitization of the system, the implementation of performance contracts for hospitals, and the revision of the University Hospital Agreement. My dear compatriots, Under its mandate at the head of the African Union, and in a turbulent and uncertain international context, our country, faithful to its Pan-Africanist ideals, has consistently advocated for peace and African integration. , and the defense of our continent's interests in global political, economic and financial governance. Council of Ministers of December 28, 2022 The President of the Republic, His Excellency Macky SALL chaired the Council of Ministers, this Wednesday, December 28, 2022, at the Governance of Tambacounda. At the beginning of his communication, the Head of State thanked the populations of the Tambacounda region, the elected officials and the administrative authorities for their exceptional mobilization and their warm welcome during his economic tour in the region. This visit is marked by the inaugurations of public infrastructure (roads, roads, public lighting, power plant, military barracks, etc.), the holding of this relocated Council of Ministers, following the territorialized Presidential Council, in the presence of members of the Government and vital forces of the region. The President of the Republic reminded the Government of the need to lay the foundations for sustainable development throughout the national territory based on the potential and the expression of territorial needs (at the level of municipalities, departments and regions ) in terms of public and private investments. The President of the Republic noted that the Presidential Development Council, territorialized, made it possible, on the basis of the report of the Territorial Conference presented by the Governor, to have an exhaustive evaluation of the investments of the State in the region of Tambacounda over the period 2013-2022. Based on the significant progress observed and the sectoral needs revealed by the territorial actors, the Government, in the dynamics of the Emerging Senegal Plan (PSE) has developed a regional Priority Investment Program (PIP) (three-year 2023-2025) articulated around the sixteen (17) orientations and decisions that the Head of State has retained: the strengthening of Security and the Opening up of the region; the acceleration of the revival of the railways with the construction of a dry port and/or a station for large carriers in Tambacounda; the construction of the University of Eastern Senegal; the construction of hospitals in Tambacounda and Bakel; reconstruction and Modernization of Tambacounda Airport, Simenti and Bakel airports (concerning the rehabilitation of their runways); the development of Crafts, Culture and Heritage, Tourism and sports infrastructure (with the construction of modern multifunctional sports stadiums and facilities in Bakel, Goudiry and Koumpentoum); strengthening urban development, access to water (with water transfer projects and the construction of multi-village boreholes), sanitation and electricity for populations with social equity programs and territorial (PUDC, PUMA, PNDL, PROMOVILLES, PACASEN…..); the amplification and extension of agricultural development by SODEFITEX and SAED; the development of Livestock and agro-pastoral activities, prefiguring the creation of the Agropole Est and a DAC in the department of Koumpentoum; the intensification of the Industrialization of the region; the preservation of forest resources and ecosystems (in particular those of the Niokolokoba Park, an ecological and tourist structure whose mode of governance will have to evolve towards a PPP); the optimal development of mining resources (emergence of a mining hub) and the potential of border areas (with particular attention to the depollution and preservation of Falémé, as well as to the territorial development of the district of Kéniaba; functional establishment of a Vocational Training Center in the departments of (Bakel, Koumpentoum and Tambacounda) and a House of Youth and Citizenship in each of the four (4) departments (Bakel, Goudiry, Koumpentoum and Tambacounda ); the consolidation of the implementation of a regional program for entrepreneurship, integration and employment of young people and women: "XEYU NDAW NI/special region of Tambacounda" with increased funding from the DERFJ, special recruitment quotas (1,000 living environment and SONAGED jobs) for the four (4) departments and the expansion of the possibilities of the State-employer agreement; the promotion and development of private clothing and commercial spaces: complete the work and make the sub-regional women's market functional; support for socio-economic and cultural initiatives of the Diaspora from the region; the acceleration of the posting of public officials in the priority sectors (health, education, security, water and forests, etc.) and the implementation of a special program for the construction and rehabilitation of administrative infrastructure in the region (in particular the Prefectures of Goudiry, Koumpentoum and Bakel, the sub-prefecture of Kéniaba and the fire and rescue centers in the departmental capitals). Council of Ministers of December 07, 2022 The Council of Ministers was held on Wednesday December 07, 2022 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the beginning of his communication, the President of the Republic addressed his encouragement to the players of the national football team and to their technical management, following the "honorable" participation of the Lions in the World Cup. The President of the Republic congratulated the economic actors (traders, importers, industrialists, employers), consumer associations, the Government and the administrations involved, who, in a united spirit of commitment and partnership, have contributed to the reduction prices and the finalization of the other accompanying measures. According to a large study by the United States National Institutes of Health (NIH), hair straightening products are likely to increase the risk of uterine cancer. Alexandra White, lead author of this study published in the Journal of the National Cancer Institute, summarizes: We estimate that 1.64% of women who have never used a hair straightening product will have developed uterine cancer by their 70s, but for frequent users, this risk increases to 4.05%. “A worrying doubling” This cancer is not to be confused with that of the cervix. In this case, these are cancers such as those related to the endometrium. This risk is based on the use of hair straightening products more than 4 times a year. Data from the NIH study includes more than 33,000 women aged 35 to 74, followed for nearly 11 years. During this time, 378 cases of uterine cancer were diagnosed. “The doubling of this rate is worrying”, still indicates Alexandra White while adding that “it is important to put this information in context, cancer of the uterus is a relatively rare form of cancer”. Council of Ministers of October 26, 2022 The Council of Ministers was held on Wednesday October 26, 2022 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. At the start of his communication, the President of the Republic mentioned the need to intensify the revival of the national economy through the optimal implementation of the new Private Sector Development Strategy, the content of which must widely shared, under the supervision of the Prime Minister, before its validation by the end of 2022. The Head of State asked the Government to strengthen (i) the incentive system for improving the business environment to mobilize more foreign direct investment (FDI); (ii) the Presidential Investment Council (CPI) in a new format; and to finalize the draft Investment Code. To this end, the President of the Republic underlined the primordial place to be given to local content, at the level of the oil, gas and mining sectors in the private sector development strategy; and the enhancement of public procurement as an instrument of support for businesses. In addition, the Head of State invited the Prime Minister and the Ministers in charge of Finance, Economy and SMEs to consolidate sustained relations between the State and the national private sector in the spirit of the Senegal Plan. Emergent and its next Priority Action Plan being formulated, and also to build a dynamic policy of innovative financing of the economy through (i) renewed dialogue with the national banking ecosystem and; (ii) operational consolidation, pooling of actions of the Priority Investment Guarantee Fund (FONGIP), "public banks" (Banque de l'Habitat du Sénégal (BHS), La Banque Agricole (LBA) and the National Bank of Economic Development (BNDE), and the investment doctrines of the Caisse des Dépôts et Consignations (CDC) and the Sovereign Fund for Strategic Investments (FONSIS) Addressing the acceleration of the execution of projects with high economic and social impact , the President of the Republic recalled the priority nature of social and territorial equity in the implementation of public policies. Council of Ministers of October 19, 2022 The Council of Ministers was held on Wednesday October 19, 2022 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL. The Head of State, at the start of his communication, sent his warm congratulations to the Minister of Higher Education, Research and Innovation, the Rector, teachers, students and staff of the Cheikh Anta DIOP University of Dakar (UCAD) for the remarkable distinction of the institution as the first institution of higher education in French-speaking Africa. The President of the Republic takes this opportunity to reiterate to the Government his directives aimed at the continuous improvement of the performance of the higher education and research system in permanent consultation with all the actors of the university community. On the same subject, the Head of State asked the Minister of Higher Education, Research and Innovation to initiate reflection on the curricula and installation sites of the future University of Eastern Senegal . Returning to the revival of the strategic tourism sector, the Head of State insisted on the priority he gives to the development of this major economic and social sector of national life. The President of the Republic recalled the significant financial efforts made by the Government to support national operators in the sector, as part of the economic and social resilience program (PRES). Council of Ministers of October 12, 2022 The President of the Republic, His Excellency Macky SALL chaired the Council of Ministers, this Wednesday, October 12, 2022, at the Palace of the Republic. At the start of his communication, the Head of State praised the smooth running of Maouloud and congratulated the religious leaders, the Government, the defense and security forces and the other State services for the excellent organization of celebrations throughout the national territory. Addressing the strengthening of food sovereignty, the President of the Republic recalled his option to integrate the "food sovereignty" component into the missions and title of the Ministry of Agriculture and Rural Equipment in order to establish the extension of cultivated areas, the amplification of agricultural and horticultural production with regard to the volume of our imports and consumption patterns. In this perspective, the Head of State recalled the interministerial nature of this major orientation of the Emerging Senegal Plan and urged the Minister in charge of Agriculture, under the supervision of the Prime Minister, to develop, before the end of December 2022 , a Food Sovereignty Strategy for Senegal (SAS), consensual, pragmatic and sustainable. To this end, the President of the Republic recalled the need for operational involvement of the ministerial departments concerned and the use of the work of the Institute of Food Technology (ITA) to ensure the achievement of objectives. Thus, the Head of State urged the Minister of Agriculture to present, before the end of November 2022: (i) a new intervention doctrine for SAED and SODAGRI; (ii) evaluation of the distribution of agricultural equipment to producers; (iii) the updated National Rice Self-Sufficiency Program (PNAR). Finally, the President of the Republic indicated to the Ministers in charge of Agriculture, Trade and Industry the need to accelerate the targeted construction of storage warehouses and production processing units with a view to creating , with the development of the activities of the Market of National Interest (MIN), an ecosystem favorable to the sustainable food sovereignty of Senegal. With regard to the acceleration of the implementation of Special Economic Zones (SEZ), agropoles, sites and industrial parks, the Head of State recalled the various instruments of impetus and materialization of the policy of industrialization of Senegal to broaden the productive base, strengthen attractiveness, innovation and technology transfer, as well as job creation in many sectors and localities of the country. In this dynamic, the President of the Republic invited the Prime Minister and the ministers in charge of Industry and the Economy, to ensure the permanent monitoring of the establishment of special economic zones (SEZ) and the execution of projects for agropoles and industrial sites. The Head of State also indicated to the Minister of Industrial Development and Small and Medium Industries, the need to assess the activities of APROSI, taking into account Senegal's ambitions in terms of industrialization.
